The Government Office has just issued Notice No. 505/TB-VPCP dated September 29, 2026, on the conclusions of Deputy Prime Minister Ho Quoc Dung at the meeting on difficulties and obstacles in valuing intellectual property rights; the science and technology market, the science and technology exchange platform; and the commercialization of results of science, technology, and innovation tasks using state budget funds.

The Deputy Prime Minister acknowledged that the Ministry of Science and Technology has actively worked to build and improve the legal framework, mechanisms, and policies to promote science, technology, and innovation.

However, in practice, there are still some bottlenecks such as the low supply of technology from research institutes and universities and the limited commercialization potential; the low participation of businesses; the lack of reference data for the valuation and appraisal of intellectual property rights; and the limited infrastructure, data, human resources, and connectivity of science and technology exchange platforms.

Based on that, the Deputy Prime Minister requested the Ministry of Science and Technology to take the lead and coordinate with relevant ministries and agencies to urgently research solutions to thoroughly and definitively address the difficulties and obstacles in the practical implementation.

One of the key tasks is to thoroughly review the system of legal documents related to the valuation of intellectual property rights, the development of the science and technology market, science and technology exchanges, and the commercialization of research results using state budget funds.

The review must clearly identify regulations that are inconsistent, uncoordinated, inappropriate, unclear, or incomplete; clarify the types of assets generated from scientific and technological tasks using state budget funds, as well as the management and use of these assets.

Based on the review results and international experience, the Ministry of Science and Technology will proactively amend and supplement regulations within its authority or report and propose amendments and supplements to competent authorities to definitively resolve difficulties and obstacles in practice. The results of this implementation must be reported to the Prime Minister in October 2026.

Regarding the science and technology exchange platform, the Deputy Prime Minister requested the Ministry of Science and Technology to research and propose appropriate forms of legal documents, clearly defining the functions, tasks, and operational organization of the platform; ensuring connectivity and interoperability between the national science and technology exchange platform and local exchanges, as well as with international science and technology exchange platforms.

In addition, the Ministry of Science and Technology is researching and developing a database on intellectual property transaction prices, serving the valuation, appraisal, and transaction of intellectual property rights. Improve the commercialization mechanism to facilitate the application and market integration of research results and technologies.

The Deputy Prime Minister also requested the Ministry of Science and Technology to research and propose appropriate and effective mechanisms to enhance the participation of businesses in carrying out scientific, technological, and innovation tasks, thereby promoting the commercialization of research results; and to report this matter to the Prime Minister in October 2026.

The Ministry of Science and Technology also continues to update and review the difficulties, obstacles, and recommendations of ministries, agencies, and localities related to the valuation of intellectual property rights, the development of the science and technology market, the science and technology exchange platform, and the commercialization of research results using state budget funds.

Issues within the Ministry's jurisdiction must be promptly addressed and resolved thoroughly; for matters exceeding its authority, the Ministry shall report to the competent authority for consideration and handling.

The Deputy Prime Minister also requested the Ministry of Science and Technology to coordinate with the Ministry of Finance, the Ministry of Education and Training, and other relevant agencies to strengthen the dissemination of legal regulations on science, technology and innovation, intellectual property, financial management, and assets; and at the same time, to guide and thoroughly address difficulties and obstacles in the application of legal regulations at research institutes, universities, and related agencies and organizations.
