LEVERAGING THE ADVANTAGE OF BEING A "GATEWAY"
The province has a plan to upgrade 11 communes to wards by 2026, and Binh Phu is one of the localities that has been leading the way in terms of preparation.

According to Le Van Chinh, Chairman of the People's Committee of Binh Phu commune: "The locality has completed the collection of population data and compiled all the criteria as prescribed for urban administrative units of the ward type, and is currently submitting it to the Ministry of Interior for appraisal. If approved, Binh Phu commune will officially become Binh Phu ward in the fourth quarter of 2026."
The current Binh Phu commune was formed by merging Binh Phu town, which was formerly an urban area of Cai Lay district, with Cam Son and Phu An communes.
After the merger, the commune has a natural area of over 47 km², a population of 51,564 people, a density of 1,096 people/km², and the urban population accounts for 51.58%, mainly concentrated along National Highway 1 and district and inter-commune roads.
"The elevation to ward status does not change the community values, customs, traditions, or religious beliefs of the local people. Currently, the locality has 3 provincial-level historical and cultural relics and the Ba Rai Victory Relic Site, and was a safe zone during the two resistance wars." According to Decision 525 dated February 23, 2026, of the Provincial People's Committee on the announcement of the list of urban areas meeting development standards, Binh Phu urban area continues to be recognized and transitioned as a type III urban area, an important foundation for completing the dossier to upgrade to a ward.
It can be said that Binh Phu's geographical location is very advantageous. Not only is it situated on National Highway 1, but the Trung Luong - My Thuan expressway also runs through it, along with provincial road 875B, district road 57B, and district road 63, forming a regional transportation network.
Inheriting its role as the former political , economic, and cultural center of the old Cai Lay district, Binh Phu is now the central urban area of a cluster of communes, where commercial and service activities are vibrant, and it is gradually becoming a transit point for goods between neighboring localities in the province.
Overall, the economic structure of the commune has undergone a significant transformation. The proportion of industry - construction and trade - services currently accounts for over 71% of the local economic structure, playing a dominant role; the proportion of non-agricultural labor also reaches over 71% of the total workforce.
The entire commune currently has 158 enterprises and 1,576 production and business establishments, attracting thousands of workers, including large-scale enterprises in the garment and agricultural product processing sectors.
High-tech agriculture , focusing on key fruit crops such as durian and jackfruit, is also a priority for the commune, with 24 registered growing areas covering over 1,800 hectares and 8 packaging facilities granted export codes, contributing to increasing the value of agricultural products.
The average per capita income in 2025 will reach over 75 million VND, higher than the provincial average (67 million VND); the multidimensional poverty rate will be only 1.43%.
Binh Phu is preparing to be transferred to the ward level.
Regarding the specific benefits of Binh Phu commune officially becoming a ward, Comrade Le Van Chinh affirmed that this will be an opportunity for the locality to receive more attention and investment from the province and the central government than before.

Resources will be focused on economic, cultural, and social development, basic infrastructure investment, and urban beautification in a civilized and modern direction – gradually improving the material and spiritual quality of life for the people.
The urban infrastructure of Binh Phu commune has seen remarkable development in recent years.
All 43/43 urban roads, including 8 district roads and 35 hamlet/inter-hamlet roads, have been asphalted with a total length of over 104 km, and are equipped with complete lighting systems, signs, and speed bumps to ensure traffic safety.
The percentage of households using electricity, clean water, and hygienic water has reached 100%. The regional health center, with a capacity of 115 beds, along with the network of grassroots health stations, is meeting the medical needs of people within and outside the area.
In terms of education , schools in the commune have received investment to improve their facilities, meeting the local teaching and learning needs.
The cultural and spiritual life of the people has been continuously improved, with 100% of hamlets maintaining the title of cultural hamlet, nearly 96% of households meeting the standards of cultural families, and a system of cultural and sports facilities such as multi-purpose gymnasiums, stadiums, parks, and central administrative squares being invested in and upgraded.
Looking ahead, according to Comrade Le Van Chinh, after being recognized by the Government as a ward, the local government will focus on developing the economy, culture, and society in conjunction with poverty reduction efforts and caring for policy beneficiary families and those who have contributed to the revolution – a tradition that the commune has maintained well for many years, with thousands of gifts and dozens of charitable houses donated and repaired each year.
The locality is actively inviting and attracting businesses to invest in the area, especially in the fields of processing industry, trade and logistics services, in line with the adjusted provincial planning orientation, which identifies Binh Phu as a developing urban area to support the Cai Lay growth pole, and as a center for distributing and regulating key agricultural products in the region.
Two new provincial roads, DT.868B and DT.880, are being prepared for construction through the commune and are expected to create further impetus for the local socio-economic development in the coming time.
Basic construction and rural transportation system improvement work continues to be linked with ensuring social welfare, so that the lives of people in Binh Phu ward are increasingly improved.
According to the People's Committee of the commune, the biggest strength of the locality currently is the focus on developing businesses and enterprises to create local jobs for workers, forming a sustainable foundation for an urban area that is transforming day by day.
With the achievements in infrastructure, economy, culture, and society, along with thorough preparation of documents and procedures, Binh Phu commune is facing a great opportunity to officially transform into Binh Phu ward - a dynamic and modern inter-commune central urban area.
