
Attending the ceremony were: Mr. Pham Van Chuan, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council; Ms. Nguyen Thi Uyen Trang, Provincial Party Committee Member, Director of the Department of Culture, Sports and Tourism of Dong Thap province; former leaders of Vinh Long province and Chau Thanh district (formerly); leaders and a large number of officials, Party members, and local people.

Phu Huu commune was established by merging five units: An Phu Thuan, An Nhon, An Hiep, Phu Huu communes and Cai Tau Ha town. This area has a strategic location, having served as an important base during the two resistance wars, and was part of the V-shaped base area of the Vinh Long Provincial Party Committee.
According to scientific records, Phu Huu fully meets the 5 criteria for recognition as a Safe Zone commune according to Decision No. 40/2025/QD-TTg dated October 31, 2025, of the Prime Minister.

During the resistance war against the French, the Cai Tau Ha area was the site of the Mu U - Cai Tau Ha defensive line, contributing to preventing French troops from advancing from Vinh Long towards Sa Dec; it also participated in protecting and supporting the relocation of Southern Vietnam's agencies from the Dong Thap Muoi base to the Southwestern region in 1949.
During the war against the US, Phu Huu was one of the areas within the V-shaped base zone, where many revolutionary agencies and leaders were based and led the movement. The locality also participated in many important activities, including the Tet Offensive and Uprising of 1968; serving in sheltering and protecting cadres, stationing troops, training, transporting forces, and delivering food and weapons to the battlefield.

Throughout the two wars of resistance, the army and people of Phu Huu made many contributions and sacrifices to the cause of national liberation. The entire area has 822 martyrs, 218 wounded and sick soldiers, and 153 Heroic Vietnamese Mothers; many collectives and individuals have been awarded or posthumously awarded the title of Hero of the People's Armed Forces and many other prestigious awards.
Speaking at the ceremony, Comrade Pham Van Chuan congratulated the Party Committee, government, and people of Phu Huu on the commune being recognized as a Safe Zone; and urged the locality to continue to uphold its revolutionary traditions and transform pride in its homeland into a driving force for development.

The comrade suggested that Phu Huu commune should strengthen traditional education and patriotism, especially among the younger generation; effectively implement policies of gratitude and compensation, and care for families of policy beneficiaries and those who have made contributions. At the same time, the locality should mobilize and effectively utilize resources for socio-economic development, focusing on high-tech agriculture, trade and services, building advanced and model new rural areas; maintaining political security, social order and safety, and building a clean and strong political system from the commune to the hamlet level.
On this occasion, Phu Huu commune awarded exemplary families receiving preferential treatment; and at the same time, expressed gratitude to 5 former leaders and collectives and individuals of the commune who contributed to the process of completing the scientific dossier requesting recognition of Phu Huu as a Safe Zone commune.
