Comrade Lau Ba Khai - Deputy Director - Head of the inspection team, announced the Decision on direct inspection. After hearing Comrade Bui Anh Dac - Head of Song Ma Detention Center - report on the results of law enforcement in the work of temporary detention and custody and the implementation of regulations for detainees and prisoners at Song Ma Detention Center, the inspection team proceeded to study the files, check books and documents related to the management of temporary detention and custody and the implementation of regulations on food, clothing, accommodation, visits, and education of prisoners serving sentences; and directly interviewed detainees, prisoners, and inmates serving sentences at the Detention Center.
Through inspection and direct review of records, books, and documents, the evaluation team assessed that the Song Ma Temporary Detention Center has achieved many strengths in its operational work: Timely opening, updating, and management of forms and books in temporary detention; procedures and documentation for temporary detention, temporary custody, and detention periods in all stages of the proceedings are fully implemented and no cases are exceeded. The regime of food, clothing, accommodation, and personal living; healthcare, medical examinations, and treatment; and the organization of visits between detainees and their relatives are also commendable. The delegation also discovered and noted some limitations and shortcomings of the Song Ma Detention Center, including: some documents were not fully completed according to regulations (personal history forms, health examination forms, etc.), documents regarding visits by detainees were not stored in the detention management files, and a designated area for receiving citizens had not been set up.
Comrade Bui Anh Dac - Head of Song Ma Temporary Detention Center - received the draft Conclusion.In response to the delegation's conclusions, the leadership of the Song Ma Temporary Detention Center expressed its desire to continue receiving the attention and cooperation of the Procuracy in performing its functions and duties; and to take measures to overcome the shortcomings and limitations that have been pointed out in order to better carry out the work of temporary detention, custody, management and education of prisoners serving sentences.
