It's not just an arrangement.

Rearranging administrative units and reorganizing the local government apparatus is not simply a matter of changing boundaries, names, or organizational structures. For a new area like Luu Nghiep Anh, it also places demands on the leadership methods of the Party committee, the operational methods of the government, and the adaptability of the cadres and Party members.

From July 1st, 2025, the specialized agencies and administrative organizations under the People's Committee of Luu Nghiep Anh commune will officially begin operations, including the Office of the People's Council and People's Committee, the Economic Department, the Culture and Social Affairs Department, and the Public Administrative Service Center; by February 12th, 2026, the Public Service Center will be added. The consolidation of these agencies is an important step towards the local government apparatus operating under the new model.

But behind the organizational changes lies a bigger question: After the administrative reorganization, what is the biggest change for the Luu Nghiep Anh Commune Party Committee?

Mr. Ngo Truong Giang, Secretary of the Party Committee and Chairman of the People's Council of Luu Nghiep Anh commune, observed:

“The biggest change is not just in terms of geographical scale, population, or organizational structure, but also in the demands placed on the Party Committee's leadership methods. With a larger geographical area, a larger population, and more demanding tasks, the Party Committee must be even more closely involved with the grassroots, thoroughly understand the situation, clearly assign responsibilities, and strengthen coordination among organizations within the political system.”

According to Mr. Ngo Truong Giang, reorganizing the administrative apparatus can be done over a period of time, but to form a new leadership style, it must begin with a transformation in the awareness and actions of each official and Party member.

This is precisely the issue that the Party Committee of Luu Nghiep Anh commune raised right from the Action Program to implement the Resolution of the First Party Congress of the commune, term 2025–2030.

The resolution must be put into practice.

The Party Committee's action plan clearly defines the requirement to create unity in awareness and action throughout the entire political system; clearly identifies tasks, solutions, roadmap, and responsibilities for implementation; and includes regular inspection, supervision, preliminary review, and final evaluation to make timely adjustments.

Notably, among the two breakthrough tasks, the Party Committee of the commune identified the need to improve the quality of leadership, the fighting capacity of the Party organization, and the quality of the cadre to meet new requirements, especially in the context of building a two-tiered local government.

The motto was clearly stated: "Local authorities decide, local authorities act, and local authorities are responsible."

This requires Party committees not only to issue policies, but also to organize the process from resolution to practice; from defining tasks to assigning people to implement them; from gathering information to checking results.

Mr. Ngo Truong Giang stated:

“The Standing Committee of the Party Committee clearly defines key tasks, assigns committee members to be in charge, regularly monitors the area, keeps abreast of the situation from the Party branches, and promptly resolves any emerging difficulties. The Party Committee's viewpoint is that resolutions must be concretized through specific tasks, implementers, implementation timelines, and concrete results.”

This is not only a requirement in leadership and guidance, but also a way to evaluate the effectiveness of a policy when it is implemented in practice.

The Party Committee's action plan also sets out requirements for innovating leadership methods associated with improving technological quality and digital transformation ; building a team of capable, responsible, and people-oriented officials who serve the people and businesses; and at the same time emphasizing the spirit of democracy, discipline, fairness, responsibility, matching words with actions, and being closely involved with the grassroots.

A policy only truly comes alive when it is translated into concrete actions, implemented, and its results felt by the people.

From the Party branch to each residential area

In the new model, the requirement for innovation in leadership methods cannot be limited to the commune level. Party branches in residential areas are the places that directly monitor the situation and organize the implementation of the Party's policies.

At a hamlet Party branch in the area, Mr. Lam Thanh Kieu, Secretary of the Pho Hamlet Party Branch, said that after the reorganization, the area is larger and the population is distributed differently, so understanding the situation and unifying the methods of propaganda and mobilization also poses new requirements.

The Party branch chose a more grassroots approach: assigning Party members to be in charge of specific areas, regularly meeting with the people, understanding emerging issues, and discussing them within the Party branch.

This approach demonstrates a significant change: the Party branch is not only a place to implement resolutions, but also a place to grasp the pulse of life, identify problems from the grassroots, and work together to find solutions.

The story at the Xoài Lơ hamlet Party branch is a clearer example.

Previously, Party branch meetings focused heavily on reading reports, lacking practical relevance; the connection of meeting content with socio-economic development tasks and issues facing people's lives was limited. Party members' participation in meetings was inconsistent, and the leadership role of the Party branch over mass organizations and movements in the area was not fully utilized.

In light of this situation, the commune Party Committee assigned members of the Standing Committee and Executive Committee to directly attend meetings, provide guidance, and resolve difficulties for the Party branches. The content of the meetings was gradually adjusted to be concise, practical, and focused on issues of concern to the people, such as environmental sanitation, new rural development, security and order, household economic development, and poverty reduction.

The Party Secretary and Party Committee changed their approach to governance, dedicating more time to discussion; Party members were assigned to specific households, routes, and models.

Since then, Party branch activities have become more open and democratic; the responsibilities of Party members have been concretized through specific tasks. The Party branch has gradually played its role as the political nucleus in the residential area, leading the people in carrying out socio-economic development tasks and maintaining security and order. It is also known that this Party branch was selected by the Commune Party Committee to organize the "Model Party Branch Meeting" in 2026 with two main contents: Regular meetings and thematic meetings.

Therefore, reforming leadership methods is not a concept detached from reality. It begins with how a Party branch organizes a meeting, how a Party member approaches a household, and how a people's issue is incorporated into the Party organization's action plan.

When a citizen's complaint becomes a matter that needs to be addressed.

In Soc Tro Duoi hamlet, a seemingly very specific issue faced by the people became a test of the thoroughness of the grassroots political system.

Following the rains, some areas of farmland belonging to local residents were flooded due to the loss of proper drainage. According to residents, the road construction and the building of the Dai Ngai bridge have affected the old drainage system.

The issue was identified by the Party cell, reported to the Party Committee and People's Committee of the commune, and then coordinated with Project Management Board 85 to find a solution. Based on that, the plan to add a drainage culvert across the road was implemented. After completion, the flooding problem was resolved.

What's noteworthy about this story isn't the sewer itself, but the chain reaction of the political system to a problem at the grassroots level:

Citizens report issues – Party branch monitors the situation – Party committee directs – People's Committee coordinates – relevant agencies work together to handle the issue – citizens receive the results.

That's how leadership methods are tested in practice.

For the people, a policy or resolution is not measured by the number of documents, but by whether, when a specific problem arises, there is someone to listen, an agency to take responsibility, and a solution to the problem.

Officials must adapt to new tasks.

The reorganization of the administrative apparatus also places new demands on the staff and officials.

Mr. Vo Ngoc Hieu is one such case.

Previously working at the Provincial Project Management Board, after the reorganization of the organizational structure, Mr. Hieu was assigned to work at the Luu Nghiep Anh Commune Public Service Center.

His new job was quite different from his previous field. In addition to his professional project management duties, he was assigned to oversee the technical aspects of the commune's radio station, as well as manage the market and the Party branch's administrative office.

The four tasks fall into different areas and require both technical knowledge and skills in management, coordination, and handling routine work at the facility.

Changes in job positions require each employee not only to complete their assigned tasks but also to proactively learn and adapt to the new work environment.

This is also a requirement set forth in the Party Committee's Action Program when identifying the task of improving the quality of the cadre to meet the requirements of the two-tiered local government model; while simultaneously encouraging a spirit of initiative, creativity, responsibility, and closeness to the grassroots.

While previously officials could be judged primarily by their specialized position, the new context demands that each official be able to adapt to tasks, coordinate with multiple departments, and handle work according to local requirements.

To let people feel the change

In Moc Anh hamlet, Mr. Thach Anh, a Party member, views change from a very simple perspective: when people need to contact someone, what they care about is receiving clear guidance, having responsible officials, and having their issues resolved.

She recounted that her family previously faced difficulties in the process of subdividing land to obtain land use certificates for their children. Now, upon visiting the Public Administrative Service Center, citizens receive detailed guidance on the required documents and procedures.

In addition to working at the office, officials also go to people's homes to assist with installing and activating electronic identity accounts; support with declarations and guidance on changing information on documents.

In Long Thuan hamlet, during high tides, residents discovered a section of the embankment showing signs of erosion, posing a potential risk to the safety of the area and the lives of the people. Residents reported this information to the local authorities.

Immediately after receiving the information, Mr. Huynh Van Nghi, Chairman of the People's Committee of the commune, and Mr. Luu Vinh Phu, Vice Chairman of the People's Committee of Luu Nghiep Anh commune, went directly to the scene to inspect, assess the situation, and direct the handling of the matter.

Initially, the commune's People's Committee leaders requested the mobilization of local forces to reinforce and repair the eroded section of the embankment, while proactively implementing measures to ensure the safety of residents and minimize the risk of further landslides. The response is being carried out according to the "four on-the-spot" principle, utilizing local resources, equipment, and materials to ensure a timely response at the grassroots level.

Following a specific complaint from the people, the commune authorities quickly arrived, directly inspected the situation, and organized immediate action on the spot. This demonstrates that the principle of being close to the people, staying close to the grassroots, and promptly receiving and resolving issues arising from the people's daily lives is being gradually concretized in the management and operation of the Luu Nghiep Anh commune government.

These seemingly small actions are where people directly feel the changes within the system.

If the resolution serves as a guideline, then the way officials interact with, guide, and resolve issues is a concrete reflection of their leadership and management style before the people.

Therefore, in its Action Program, the Party Committee of the commune identified the promotion of the people's right to self-governance, implementing the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit," combined with mobilizing resources and the people's strength to build a developed locality.

The numbers speak for themselves.

The shift in leadership style is placed within a broader picture of local outcomes.

In the work of Party building and strengthening the political system, the commune Party Committee successfully organized the Commune Party Congress for the 2025-2030 term; the Congress of the Fatherland Front and other political and social organizations. In the first nine months of 2026, the locality admitted 19 new Party members, achieving 105.56% of the target set in the Commune Party Congress Resolution and 100% of the assigned target.

In operating the two-tiered local government model, the Party Committee focuses on leadership aimed at streamlining organization, improving the effectiveness of state management, and promoting the initiative of the grassroots level.

In the economic sector, per capita income reached 75.13 million VND; total budget revenue reached 128,089,838,187 VND, equivalent to 530.4% of the resolution's target; the locality developed an additional 4 enterprises, achieving 200% of the target.

In the socio-cultural field, social security policies and policies for people with meritorious services were promptly implemented; the locality completed the elimination of temporary housing with 137 houses; and job creation reached nearly 160% of the target.

In the context of building new rural areas, the commune maintains 19 out of 19 criteria for new rural areas and achieves 12 out of 19 criteria for advanced new rural areas.

These figures are the combined result of efforts from many fields, sectors, and forces. But behind each figure lies a process of leadership, guidance, organization, implementation, and the participation of the people.

Therefore, what is important is not just how many targets are met, but also how localities organize the implementation of those targets under the conditions of a new operating system and a new leadership style being put in place.

From a new territory to a new style of leadership.

The action program to implement the Resolution of the Party Congress of Luu Nghiep Anh commune for the 2025-2030 term has identified many major tasks: restructuring agricultural production; mobilizing resources to build new rural areas; developing science, technology, innovation and digital transformation; investing in infrastructure; and simultaneously improving the quality of leadership, the fighting capacity of the Party organization and the quality of the cadre team.

The overarching theme is the need for innovative leadership methods linked to practical realities, strengthened inspection and supervision, enhanced role of Party branches, increased responsibility for setting a good example, and bringing cadres closer to the grassroots.

It is a process that cannot be accomplished with just one decision or one conference.

It was formed from concrete actions: a Party committee member going to the local area; a Party branch changing its way of conducting meetings; a Party member being assigned to be in charge of a household; an official learning a new task; a citizen's complaint being turned into a matter to be resolved; an administrative procedure being guided more thoroughly.

From these small things, a new leadership style gradually took shape.

According to Mr. Ngo Truong Giang, for a policy to be implemented effectively, it must first have consensus within the Party committee, exemplary conduct from cadres and Party members, and appropriate methods of propaganda and mobilization tailored to each locality and target group.

"The people must understand the policy, see the benefits, and see officials implementing it with concrete responsibility. Only then will the resolution truly become a part of people's lives."

That is also the ultimate measure of leadership at the grassroots level.

Ultimately, restructuring the system is only the beginning. The value of the restructuring is only confirmed when the system operates more smoothly, officials are more proactive, the Party organization is closer to the people, the government handles work more efficiently, and the people truly feel the changes in their daily lives.

For Liu Yieying, that journey continues.

A new operational area is emerging; a new system is in operation; and with it comes the need to build a new leadership style – one that is close to the grassroots, clearly defines roles, responsibilities, and tasks, where words are matched by actions, and where results are the measure of success.

From organizational restructuring to leadership innovation, this gap is not filled by grand slogans, but by concrete actions at the grassroots level, by the responsibility of each official and Party member, and by the consensus and participation of the people.

That is the process of transforming an organizational change into a transformation in the way we lead, manage, and serve the people.
