The plan aims to further improve the proportion, quantity, quality, and ensure a rational structure of ethnic minority cadres in state agencies and public service units, especially those agencies and units performing functions and tasks related to ethnic affairs, and in ethnic minority and mountainous areas; gradually build a team of ethnic minority cadres with sufficient qualities, prestige, capacity, qualifications, and professionalism to meet the requirements and tasks in the new situation; contributing to consolidating the grassroots political system and enhancing the effectiveness of state management in general and in ethnic minority and mountainous areas in particular.
The roadmap aims to achieve 80% and 100% of the minimum allocated staffing levels by 2026-2030 , and 100% by 2030-2035, of the following percentages: 3% of the total allocated staffing at the city level; 5% of the total allocated staffing at the commune level for communes with ethnic minority populations ranging from 5% to less than 10% of the total population; 5% to 15% of the total allocated staffing at the commune level for communes with ethnic minority populations ranging from 10% to less than 30% of the total population; 15% to 25% of the total allocated staffing at the commune level for communes with ethnic minority populations ranging from 30% to less than 50% of the total population; and 25% to 35% of the total allocated staffing at the commune level for communes with ethnic minority populations ranging from 50% to less than 70% of the total population. At the city level, 10% of the total number of ethnic minority officials in the city must be ethnic minority; at the commune level, 20% of the total number of ethnic minority officials in the commune must be ethnic minority. For local public service units with 30% or more ethnic minority officials, it is necessary to ensure that there are ethnic minority management staff.
100% of ethnic minority officials receive training and professional development in specialized skills, political theory; knowledge and skills in state management, science and technology, innovation and digital transformation , digital skills and modern management methods, meeting the requirements of national digital transformation; and training in information technology and foreign languages.
One of the key tasks and solutions that the City requires to be implemented is to strictly enforce regulations related to the recruitment, management, use, training, development, planning, and appointment of ethnic minority officials, ensuring uniformity, consistency, feasibility, and suitability with the two-tiered local government organizational model and the requirement for streamlining the administrative apparatus.
Linking the recruitment of ethnic minority cadres with socio-economic development planning, sectoral planning, and personnel planning of various sectors and localities; prioritizing fields such as education, health, science, technology, digital transformation, agriculture, forestry, and other fields directly serving the development of ethnic minority and mountainous regions. Priority should be given to recruitment of those who studied under the government scholarship program, those who have completed their military service, graduates with excellent or outstanding academic records , and those with work experience in state agencies.
Promote the training and development of ethnic minority cadres in a focused and targeted manner, prioritizing leadership and management skills; scientific , technological, innovation, and digital transformation skills; information technology, foreign languages, and ethnic minority languages. Improve the quality of teachers involved in training and developing ethnic minority cadres; provide specific support policies and programs for ethnic minority teachers and cadres during their training and development. Develop a system of ethnic minority boarding and semi-boarding schools; improve the quality of training programs for ethnic minority students, focusing on professions and fields that the locality needs after graduation.
Promote the application of science, technology, innovation, and digital transformation in the management and monitoring of ethnic minority cadres; fully update data on the National Database of Cadres, Civil Servants, and Public Employees.
