This decision specifies the details and organizational measures for implementing the mechanisms and policies stipulated in Articles 7, 8, 9, 10, and 11 of Resolution No. 59/2026/NQ-HĐND dated June 15, 2026, of the Hanoi City People's Council, which regulates policies to promote digital transformation and the development of digital technology products and services in Hanoi City.
Applicable subjects
The People's Committee of the City, departments, boards, and agencies; the People's Committees of communes and wards; and agencies and units managing resources, operating systems, or performing tasks related to the policies stipulated in this Decision.
The beneficiaries of the policy are specified in Articles 7, 8, 9, 10, and 11 of Resolution No. 59/2026/NQ-HĐND.
Other agencies, organizations, and individuals involved in the management, implementation, payment, inspection, supervision, post-audit, and evaluation of the results of the support policy under this Decision.
Principles for including products and services in the Supported Categories
Openness, transparency, objectivity, and equality; selection based on utility, functionality, suitability, and ability to meet the actual needs of the target group benefiting from the policy.
Ensuring competitiveness in terms of quality, price, supply conditions, warranty, maintenance, and technical support, in accordance with the nature of the products and services.
The approach follows the principle of increasing post-inspection, reducing pre-inspection, and automating processes.
Product and service conditions
Products and services falling within the scope of Clauses 2 and 4 of Article 4 of Resolution No. 59/2026/NQ-HĐND; legally provided and used in Vietnam; and meeting business conditions and requirements of specialized laws (if any).
Clearly define the target users, scope, methods, time and conditions of provision, output results and methods of verification and reconciliation consistent with the nature of the product or service; ensure it is readily available; the proposed price for inclusion in the support list must be publicly disclosed and have a verifiable basis.
Comply with legal requirements regarding cybersecurity, network security, data security, and personal data protection, corresponding to the features, scope of provision, and access and processing of data and information systems. Capable of updating, providing, or sharing necessary information, data, and electronic documents with the System.
Supplier conditions
Established, registered, and legally operating in Vietnam; meeting business conditions, licenses, certifications, or specialized requirements; possessing legal ownership, distribution, commercialization, or supply rights over products and services as stipulated by law.
They have the human resources, professional expertise, technical infrastructure, and delivery processes that are appropriate to the nature, scale, and scope of the products and services.
We commit to updating and providing complete, accurate, and timely information, data, and electronic documents according to the verification and reconciliation methods for products and services published in the Support Catalog. We commit not to buy, sell, transfer , lease, lend, or conduct any illegal transactions with regard to support vouchers; not to collude, make false declarations, or engage in other acts to profit from the policy.
The People's Committee of Hanoi City assigns the Department of Science and Technology to take the lead in building a system for issuing support vouchers, an information system, and a database to support the implementation of policies and the provision of online public services, digital services, and digital utilities on the iHanoi Digital Citizen platform for citizens and businesses as prescribed; to take the lead in developing and issuing guidelines for beneficiaries of the policies; and to take the lead in coordinating with relevant agencies and units to organize monitoring, verification, and post-audit of procedures under its authority based on the database.
This decision shall take effect from October 13, 2026.
