On the afternoon of October 6th, at the National Assembly building, General Secretary and President To Lam and his wife presided over the solemn welcoming ceremony for President José Raúl Mulino of the Republic of Panama and his wife, who are on an official visit to Vietnam from October 5th to 8th, 2026.
Attending the welcoming ceremony were members of the Politburo: Standing Deputy Prime Minister Pham Gia Tuc; Minister of Foreign Affairs Le Hoai Trung ; members of the Central Committee of the Party: Head of the Office of the President Le Khanh Hai; Minister of Construction Tran Hong Minh; Deputy Chief of the Central Party Office Dang Khanh Toan; representatives of the leadership of a number of ministries, branches and central agencies; Ambassadors and chargés d'affaires of Latin American and Caribbean countries.
The motorcade escorting President José Raúl Mulino of the Republic of Panama and his wife entered the Parliament building. Children from the capital city, present at the Parliament building, joyfully waved the flags of both countries to welcome President José Raúl Mulino and his wife, along with the high-ranking delegation from the Republic of Panama.

General Secretary and President To Lam and his wife were present on the red carpet to warmly welcome President José Raúl Mulino of the Republic of Panama and his wife, leading a high-level Panamanian delegation on an official visit to Vietnam.
Children from the capital city came forward to present bouquets of fresh flowers to the President of the Republic of Panama, José Raúl Mulino, and his wife.
To the sound of welcoming music, General Secretary and President To Lam and President of the Republic of Panama José Raúl Mulino walked down the red carpet and ascended the honorary platform. The military band played the national anthems of both countries.
After listening to the national anthems of both countries, General Secretary and President To Lam and President of the Republic of Panama José Raúl Mulino left the honorary platform and reviewed the Honor Guard of the Vietnam People's Army.
Next, General Secretary and President To Lam and President of the Republic of Panama José Raúl Mulino introduced the members of the high-level delegations from both countries attending the welcoming ceremony.
Following the welcoming ceremony, General Secretary and President To Lam and President of the Republic of Panama José Raúl Mulino, along with high-level delegations from both countries, held talks.
During his official visit to Vietnam, on the afternoon of October 6th, the President of the Republic of Panama and his wife visited the Ho Chi Minh Mausoleum and laid a wreath at the Monument to the Martyrs on Bac Son Street.

This official visit to Vietnam contributes to further promoting the traditional friendship and cooperation between Vietnam and Panama, making it even stronger and more effective.
The visit will create progress in three main areas, generating further political momentum at the highest level to translate the potential and directions agreed upon by both sides into programs and action plans with concrete projects and results.
Cooperation in economics, trade, and investment has been strengthened across many sectors, including agriculture, banking, telecommunications, infrastructure, maritime transport, education and training, as well as other potential areas.
The cooperation documents expected to be signed during the visit will create a solid legal basis for the bilateral relationship to deepen and develop stably.
