During the morning session, the Standing Committee of the National Assembly gave its opinions on two draft laws: the Law on Housing (amended) and the Law on Real Estate Business (amended).
During the session, delegates generally agreed on many of the amendments and additions in the two draft laws; they also assessed that the dossiers for the two draft laws were fully prepared and ready to be submitted to the National Assembly for consideration and comments, and could be considered for approval at the second session. In addition, opinions suggested further review and refinement of some contents before submission to the National Assembly, especially those fundamental issues that directly impact the housing market and real estate business.
Because the two draft laws are closely related to many other laws, the delegates also noted that the completion of the two draft laws needs to ensure consistency and uniformity with other related laws, including those considered by the National Assembly at the same session.

Regarding the amendments and additions, opinions suggest that the two draft laws contain many new provisions that could significantly impact social life, state management, and the production and business activities of enterprises. Therefore, further research and thorough evaluation are needed to ensure that the regulations both meet management requirements and are feasible in practice, contributing to the healthy and stable development of the housing market and real estate business market...
Later that afternoon, the Standing Committee of the National Assembly gave its opinions on the draft law on normative legal documents; the Government's report on the implementation of Resolution No. 206/2025/QH15 on special mechanisms for handling difficulties and obstacles caused by legal regulations; and the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 107/2023/QH15 on the application of supplementary corporate income tax under the global anti-base erosion provisions.
