Prime Minister Le Minh Hung emphasized that 2026 is a pivotal year, marking the first year of implementing the Resolution of the 14th National Congress of the Party and the strategic resolutions of the Central Committee and the Politburo. Therefore, ministries, sectors, and localities need to continue to decisively and synchronously implement the tasks and solutions set forth, creating clear changes in the remaining months of the year.

The Prime Minister requested a focus on perfecting institutions and laws ; issuing all detailed regulations fully and on time; striving to disburse 100% of the public investment plan and complete key projects according to schedule by 2026.
For localities, specific and practical guidance is needed to address and resolve stalled and unresolved projects, thereby unlocking resources to serve growth. At the same time, it is necessary to promote the development of the domestic market, stimulate consumer demand, effectively exploit year-end tourism demand while controlling and stabilizing prices; promote exports, reduce the trade deficit, develop new growth drivers, private investment, and attract foreign investment.
The Prime Minister requested that corporations, general companies, agencies, and units focus on completing their investment, production, and business plans for 2026. A key task emphasized by the Prime Minister is to strictly control prices and resolutely maintain the inflation target for 2026 approved by the National Assembly .
Ministries, departments, and localities must ensure the supply of essential goods such as gasoline, electricity, food, construction materials, and medicine; strengthen inspections and strictly handle acts of hoarding, speculation, and smuggling.

The Prime Minister noted that price management in the locality is the responsibility of the local government; the Chairpersons of the People's Committees of provinces and cities must directly supervise the management and stabilization of prices in their localities.
In addition, we will continue to promote science and technology, innovation, and digital transformation; effectively utilize and disburse allocated funds; resolutely complete the 100-day intensive campaign to address bottlenecks in digital transformation and implement strategic technology product development tasks linked to the strengths of each locality, ministry, and sector.
The Prime Minister requested a focus on developing culture and society, improving people's lives; promoting the development of social housing and rental housing; implementing the 500-day campaign to search for, collect, and identify the remains of fallen soldiers; and effectively carrying out tasks related to education, health, and social welfare. National defense, security, social order and safety, and cybersecurity will continue to be strengthened.
Review each industry and sector.
For the People's Committees of provinces and cities, the Prime Minister requested close monitoring of the situation in their localities, urgently reviewing and updating growth scenarios after nine months; specifically evaluating the results of each sector, each field, and each indicator, clearly identifying the shortfall compared to the set scenario. Based on that, localities should develop appropriate tasks and solutions for the fourth quarter, striving to achieve the highest possible growth targets for 2026.
The Prime Minister requested that localities review and fully identify the drivers and potential for growth that can still be exploited, especially in industries, sectors, and projects capable of creating added value; at the same time, clearly identify bottlenecks, difficulties, and obstacles hindering development goals in order to focus on resolving them completely.

In particular, priority should be given to resolving obstacles related to investment, land, site clearance, and project implementation procedures; issues beyond the authority of the local government must be promptly reported to the Government for consideration and resolution.
For localities with growth rates lower than the set target, the Prime Minister requested a thorough assessment of remaining potential and the immediate implementation of strong, specific, decisive, and effective solutions to strive for the highest possible achievement of the target.
The Prime Minister noted that in the third quarter, a "yellow light" situation emerged in some localities as growth had not shown clear progress in several areas such as budget revenue, public investment disbursement, attracting investment capital, handling outstanding projects, education, and health care...
The Prime Minister requested that localities not only focus on overall growth targets but also closely monitor each growth driver, each industry, sector, and assigned task group; thereby proactively adjusting solutions, mobilizing and effectively utilizing resources in the fourth quarter.
The Prime Minister emphasized that the results of task implementation at the end of the year will be an important basis for evaluating task completion and personnel work.
