On the morning of October 3rd, Comrade Le Minh Hung , Member of the Political Bureau, Secretary of the Government Party Committee, and Prime Minister, chaired the regular Government meeting for September 2026 and held a virtual meeting with ministries, agencies, and localities.

At the meeting, delegates focused on discussing the following topics: the socio -economic situation in September and the third quarter of 2026; the allocation and disbursement of public investment capital; the implementation of national target programs; the direction and management of the Government and the Prime Minister; and key tasks that need to be focused on in the coming period.

Concluding the meeting, Prime Minister Le Minh Hung emphasized that 2026, the first year of implementing the Resolution of the 14th National Congress of the Party, is of great importance, creating a foundation, momentum, and strength for a new development phase. In general, despite many difficulties and challenges in the world and domestically, with the efforts and determination of the entire political system, we have achieved many very positive and fairly comprehensive results.

Key highlights include the development of national institutions and governance towards a development-oriented approach; the strengthening of growth drivers; the unlocking, allocation, and utilization of resources in line with socio-economic efficiency; new advancements in science, technology, innovation, and high-quality human resources; prioritized development in culture, society, health, and education ; ensured social security and improved living standards; and continued consolidation and strengthening of national defense and security, foreign relations, and international integration, maintaining a peaceful and stable environment and enhancing the country's standing.

Affirming that we have mobilized all resources for growth, Comrade Le Minh Hung said that the Government and the Prime Minister highly appreciate the efforts of localities, especially those with outstanding growth in the third quarter, contributing to the growth of the first nine months and the overall growth of the country, such as: Hanoi, Ho Chi Minh City, Dong Nai, Quang Ninh, Bac Ninh, Ninh Binh, Khanh Hoa, Thai Nguyen, Thanh Hoa, Nghe An, Ha Tinh, Quang Ngai, Can Tho, Tay Ninh, Dien Bien, Lai Chau...; many localities are expected to achieve higher growth than the set target; some localities, although not yet achieving the scenario, have made great efforts.

According to the Prime Minister, these results are an important foundation for creating strong transformations, accelerating breakthroughs, achieving rapid and sustainable development, and successfully implementing the tasks, solutions, and goals of the Party's 14th National Congress Resolution. "Ensuring high economic growth must serve the interests of the people, improve their material and spiritual lives, and ensure social justice," the Prime Minister emphasized.

Besides the fundamental achievements, the Prime Minister pointed out that several difficulties and challenges remain. Specifically, macroeconomic management is under increasing pressure; growth is high but has not met the set targets; inflationary pressure is very high. Some localities and growth poles have not achieved the expected growth, and traditional growth drivers have not been strongly promoted. Interest rates remain relatively high; businesses, especially small and medium-sized enterprises, still have difficulty accessing capital and credit. Some stalled projects have not been resolved completely. Overall, the trade deficit for the first nine months remains relatively high.

The operation of the two-tiered local government system is uneven, especially at the grassroots level. Science, technology, innovation, digital transformation, and especially strategic technologies have not met the requirements. The lives of a segment of the population remain difficult; air pollution, flooding, traffic congestion, fires, etc., have not been thoroughly addressed; natural disasters and extreme weather are unpredictable; cybersecurity, high-tech crime, and drug trafficking remain complex issues.

Directing the main tasks and solutions from now until the end of the year, the Prime Minister stated that the remaining months of 2026 are crucial for achieving the socio-economic development goals for 2026. The solutions have been fully outlined in the reports of the Ministry of Finance and the Government Office; ministries, sectors, and localities have also developed specific action programs and implementation plans.

The Prime Minister stated that, in order to achieve double-digit growth, GDP growth in the fourth quarter must be above 12.5%; this is a huge pressure and a very heavy task requiring the utmost determination and effort from ministries, sectors, and localities.

Regarding common tasks with ministries, sectors, and localities, the Prime Minister requested that, based on the Government's work program, action programs, and plans for implementing resolutions and conclusions of the Central Committee, the Politburo, and the Secretariat, especially Conclusion No. 18, they continue to improve institutions and laws, ensuring the highest quality of draft laws submitted to the National Assembly, and fully and promptly issue detailed regulations.

The goal is to disburse 100% of the public investment plan, complete key projects on schedule by 2026, and resolve long-standing backlogs. Local authorities are actively participating in providing feedback on the draft Government Decree, proposing tasks and solutions for developing special economic zones as stipulated in the Law on Urban Development.

Focus on strongly developing the domestic market, stimulating demand, effectively exploiting the year-end consumption and tourism season while controlling and stabilizing prices, boosting exports, and reducing the trade deficit; promoting new growth drivers; promoting private investment and attracting foreign investment; and requiring corporations and general companies to complete their investment, production, and business plans.

Strictly control prices and strive to maintain the inflation target for 2026 approved by the National Assembly, including: ensuring the supply of essential goods such as gasoline, electricity, food, construction materials, and medicine; strengthening inspections and strictly handling hoarding, speculation, and smuggling; not increasing electricity prices; and continuing to research appropriate solutions to regulate the prices of state-managed goods such as electricity and gasoline. The Chairpersons of the People's Committees of localities are directed to manage the prices of goods within their respective areas.

Promote the development of science and technology, innovation, digital transformation, and efficient disbursement of allocated funds; complete the "100-day intensive campaign" to address bottlenecks in digital transformation; and implement strategic technology product development tasks linked to the strengths of various sectors and localities.

The Prime Minister directed that attention be paid to developing culture and society, improving people's lives; developing social housing and rental housing; vigorously implementing the 500-day campaign to accelerate the search, collection, and identification of the remains of martyrs; and implementing key tasks in education, health, and social security. He also emphasized strengthening national defense, security, social order and safety, and cybersecurity.
