During the meeting, voters inquired about the implementation of Decree 178 in Can Tho city and proposed that those who retired early under Decree 154 be allowed to participate in key leadership positions in villages and neighborhoods to avoid wasting human resources.

Responding to voters, Mr. Truong Canh Tuyen, Chairman of the People's Committee of Can Tho City, said that in the past period, Decree 178 The policy has addressed the issue by assigning many people who did not meet the eligibility criteria to positions. employment. However, during the implementation process, some units at the grassroots level still lacked clear understanding, leading to some cases of incorrect handling. .

In principle, officials who fail to fulfill their duties are dismissed according to Decree 178, but in some cases, those who perform well are still granted retirement. In addition, in some cases, the calculation of retirement age according to the decree is incorrect and does not comply with the guidelines. The auditing agency has also made recommendations to Can Tho city regarding the handling of the matter.

During this process, some groups can continue to develop and contribute; some groups need training and development; and some groups need adjustments based on their abilities, strengths, and work, and can benefit from Decree 178. This is a very correct and effective measure.

However, some shortcomings occurred during the implementation process. Therefore, the Ministry of Interior has conducted a review and learned from these experiences. This is to prevent losses and to better utilize the capabilities and responsibilities of officials and civil servants who are dedicated to the development of the country.

Regarding Decree 154, if a person who has already retired is reassigned to work in a village or neighborhood (as suggested by voters), it means they are receiving budget funding twice. This matter absolutely needs thorough review, with the spirit of continuously learning from experience to improve and avoid wasting state budget resources.
