Delivering a keynote address at the Congress, General Secretary and President To Lam emphasized that this is an important and very meaningful event, a congress of camaraderie, of the spirit of innovation, of upholding heroic traditions, and of continuing to contribute to the glorious revolutionary cause of the Party and the nation, for the happiness and peace of the people.
The General Secretary and President also expressed agreement with the directions, goals, and action programs set forth by the Congress; clearly demonstrating the spirit of unity, loyalty, exemplary conduct, innovation, development, and continued promotion of the revolutionary nature of the police force, successfully fulfilling the tasks assigned by the Party, State, and the Fatherland Front, and serving as the core force in the nationwide movement to protect national security.

The General Secretary and President stated that the Resolution of the 14th National Congress of the Party for the first time identified the role of former police officers in educating the younger generation about patriotic traditions and revolutionary heroism, and in promoting the traditional values of revolutionary police officers.
The General Secretary and President emphasized the key areas of focus for the Association in the new term. The Association of Former Public Security Officers at all levels must first and foremost truly be a common home that fosters camaraderie and solidarity among former police officers and those who have contributed to the cause of protecting security and order.
The Association of Former Public Security Officers is an organization that brings together former public security officers, mostly retired police officers. More than anyone else, the association at all levels must be a place to care for the health, material well-being, and spiritual needs of its members, especially those in difficult circumstances.
At the same time, it serves as a bridge to enable the police force, Party committees, local authorities, and the Fatherland Front to actively coordinate and support, so that the associations at all levels truly become a pillar of support for their members, especially during difficult times.
The Association continues to vigorously implement activities that affirm the mark and identity of revolutionary police officers and the heroic Vietnamese People's Police force in all fields.
The association must truly become the core force of the nationwide movement to protect national security in the area, building on the achievements already made and actively participating in local activities.
Continue to review and evaluate models and movements for nationwide participation in safeguarding national security in order to coordinate and replicate practical and effective movements.
Members of the Association of Former Public Security Officers must clearly demonstrate their role and contribute to coordinating with the police force to manage security and order at the grassroots level.
The General Secretary and President stated that Resolution No. 18 and Resolution No. 22 of the 3rd Plenum of the 14th Central Committee of the Communist Party of Vietnam on building a disciplined, safe, civilized, harmonious, and developed society, and the National Security Strategy, set very high goals for forming a self-reliant order, a culture of respect for the rule of law , and building the people's trust in the Party, fostering patriotism to become a new resource for building and defending the Fatherland.
These are very important resolutions, and members of the Association of Former Public Security Officers must actively put the Party's policies into practice. Generations of former Public Security officers, with their political acumen, prestige, experience, knowledge, and practical skills, need to pay special attention to political and ideological education, raising awareness among the people in their residential areas, refuting erroneous and hostile viewpoints, and truly becoming a "correct ideological banner" in their communities, spreading what is good and right, and overshadowing what is bad and negative.
The Standing Committee of the Central Committee of the Association also needs to develop programs and content for educating the younger generation about revolutionary traditions, coordinating with the Central Committee of the Ho Chi Minh Communist Youth Union and the Ministry of Education and Training to effectively implement these programs in schools, communes, wards, special zones, especially in areas that are still facing difficulties...
At the Congress, the Executive Committee of the Vietnam Association of Former Public Security Officers for the 2026-2031 term was introduced with 61 members. Lieutenant General Le Quy Vuong – former Deputy Minister of Public Security – was re-elected as Chairman of the Vietnam Association of Former Public Security Officers.
