In explaining this matter, a representative from the Ho Chi Minh City Social Insurance agency stated that the agency has taken the voters' opinions into account. According to Decree 141/2026, from January 1, 2026, business owners with declared annual revenue exceeding 1 billion VND will be required to submit applications for compulsory social insurance.

For business owners who participated in mandatory social insurance during the period from July 1, 2025 to December 31, 2025, the social insurance agency will work to reassess their revenue for 2026. This aims to clarify whether the business owner falls under the category of having revenue of 1 billion VND/year or more.

Instructions on procedures for refunding social insurance benefits.

Representatives from the Ho Chi Minh City Social Insurance agency stated that, in addition to reassessing revenue, the agency will review the social insurance and health insurance benefits that the business owner has received. Simultaneously, the business owner needs to provide bank account information to facilitate the refund of social insurance contributions if eligible.

If the revenue in 2026 is less than 1 billion VND, the Social Insurance agency will draw up a report and refund the amount the household head has paid from January 1st to September 30th, 2026.

"The household head will contact the Social Insurance office in Nha Be, meet with the collection department which will receive the claim, draw up a report, and refund the social insurance if the household head's annual income is less than 1 billion VND," a representative of the Ho Chi Minh City Social Insurance agency informed.
