Improving policies to create more favorable conditions for people and businesses.
On the afternoon of October 3rd, Minister of Finance Ngo Van Tuan, along with the delegation of National Assembly representatives from Quang Ninh city, met with constituents ahead of the 2nd session of the 16th National Assembly.
The conference was held in a hybrid format, combining in-person and online participation, connecting to communes, wards, special zones, departments, coal industry units, and businesses in the area, with over 10,000 voters in attendance.
Attending the conference were National Assembly delegates: Ngo Van Tuan, Member of the Central Committee of the Communist Party of Vietnam, Minister of Finance; Quan Minh Cuong, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the City Party Committee, Head of the National Assembly Delegation of Quang Ninh City; Dang Xuan Phuong, Deputy Secretary of the National Assembly Party Committee; Nguyen Thi Thu Ha, Deputy Head of the National Assembly Delegation of Quang Ninh City; along with representatives of the city leadership, departments, agencies, localities and some units under the Ministry of Finance.

In a discussion with voters, Minister of Finance Ngo Van Tuan stated that the growth achieved in the first nine months of 2026, amidst a volatile global economy , is commendable, but the growth targets for the remaining months of the year still present many challenges.
According to the Minister, along with promoting the disbursement of public investment, attracting investment, and supporting production and business activities, it is necessary to continue to accelerate administrative procedure reforms, especially tax procedures, to create more favorable conditions for businesses.
At the same time, it is necessary to control prices and inflation, and ensure the supply of electricity and fuel to both support growth and maintain macroeconomic stability.

Regarding issues of concern to voters concerning housing, land, and policies directly related to people's lives, the Minister stated that further research, consideration, and transmission to the National Assembly will continue during the process of refining policies and laws .
"We will continue to study and incorporate all opinions, conveying them to the National Assembly so that we can have a legal system that is simple, easy to understand, easy to implement, stable, and especially predictable, best serving the people and businesses," Minister Ngo Van Tuan emphasized.
Quang Ninh experiences high growth; voters in the coal industry petition regarding personal income tax.
Information presented at the conference indicated that the country's GDP is estimated to grow by 9.01% in the first nine months of 2026.
For Quang Ninh province, the GRDP in the third quarter of 2026 increased by 15.04%; the cumulative increase for the first nine months was 12.54%, ranking first nationwide. Total state budget revenue in the province is estimated at 80,327 billion VND, reaching 111.91% of the nine-month revenue target and increasing by 88.28% compared to the same period last year.
The National Assembly delegation from the city highly appreciated Quang Ninh's growth momentum, while noting that the increase in budget revenue was largely contributed by land use fees - a non-recurring source of revenue. Therefore, the requirement is to continue consolidating sustainable revenue sources.
At the conference, one of the issues of concern to voters was the personal income tax policy for workers and laborers working in arduous, hazardous, and dangerous conditions.

Voters in the coal industry have suggested studying personal income tax policies that are more suitable for this group of workers; considering tax deductions or exemptions for certain specific income items such as safety bonuses, productivity bonuses, and hazardous work allowances.
According to the Ministry of Finance's response, hazardous and dangerous work allowances, attraction allowances, and regional allowances that meet legal regulations are not included in taxable income. Night shift and overtime pay are tax-exempt under legally defined conditions. Meanwhile, safety bonuses and productivity bonuses have not yet been determined as separate tax-exempt items.
Regarding the progressive tax rate system, the Personal Income Tax Law No. 109/2025/QH15 has adjusted the number of tax brackets from 7 to 5, while also widening the gap between these brackets. The National Assembly delegation of the city believes that the recommendations regarding the tax rate system have been partially addressed.
Voters also suggested studying the possibility of supplementing the mechanism for providing financial support for the operation of advisory councils and advisory boards under the Fatherland Front at the commune level.
The Ministry of Finance stated that it will coordinate with the Central Committee of the Vietnam Fatherland Front and relevant agencies to study a document to replace Circular No. 35/2018/TT-BTC. Regarding Quang Ninh province, the Ministry requested the locality to study and submit to the Provincial People's Council for consideration regulations on funding to ensure the operation of advisory organizations under the Fatherland Front at the provincial and commune levels, in accordance with the budget balance.

Regarding the planned agenda for the 2nd Session of the 16th National Assembly, Ms. Nguyen Thi Thu Ha, Deputy Head of the Quang Ninh City National Assembly Delegation, stated that the session is expected to open on October 17th and close on November 20th, 2026.
The National Assembly is expected to consider 45 legislative items, including reviewing and passing 43 laws and resolutions, and giving initial opinions on 2 draft laws.
Besides legislative work, the National Assembly will review the implementation of the 2026 socio-economic development plan and decide on the 2027 socio-economic development plan; review the implementation of the 2026 state budget, decide on the state budget estimates, the central budget allocation plan and the public investment plan for 2027; and approve the 2025 state budget final accounts.
Following the First Session of the 16th National Assembly, the Quang Ninh City National Assembly Delegation organized four rounds of meetings with constituents, compiling 20 recommendations within the jurisdiction of central ministries, agencies, and the city, including 11 recommendations sent to central agencies.
To date, the City's National Assembly Delegation has received written information on the results of resolving and responding to all 11 petitions sent to central ministries and agencies.
The city's National Assembly delegation also proposed groups of issues for questioning, focusing on matters of concern to voters such as the operation of the two-tiered local government, gasoline and electricity prices, land policies, and the delay in issuing detailed regulations.

At the same time, the Delegation is organizing consultative conferences to gather opinions on the legislative contents expected to be submitted to the National Assembly, combined with collecting written opinions for research and synthesis before the 2nd Session.
In his concluding remarks at the conference, Mr. Quan Minh Cuong, Secretary of the City Party Committee and Head of the National Assembly Delegation of Quang Ninh City, emphasized that, in addition to the traditions of the mining region and its role as the cradle of the working class, Quang Ninh also has many advantages in terms of sea, coal resources, tourism, and world heritage sites.
According to Mr. Quan Minh Cuong, these potentials need to be exploited not only to serve the development of Quang Ninh but also to contribute to the whole country, and at the same time must be preserved to create long-term value.
