The delegation included Comrade Nguyen Thi Bao Hien, Member of the Standing Committee of the Central Committee of the Vietnam Veterans Association, Vice President and General Secretary of the Vietnam Veterans Business and Entrepreneurs Association; leaders and staff of the Central Committee's Veterans Affairs Department; the President of the Hanoi City Veterans Association and representatives of the Vice Presidents; members of the Standing Committee, Executive Committee and specialized staff of the Vietnam Veterans Business and Entrepreneurs Association.

Later that evening, the delegation was received by General Kun Kim , Senior Minister, Vice President and Secretary General of the Cambodian Veterans and Retirees Association, and President of VECONAC-25, who briefed them on the host country's preparations for the Congress. During the meeting, Lieutenant General Be Xuan Truong expressed his confidence that, with the capabilities and great efforts of the Cambodian Veterans and Retirees Association, and the responsibility and support of the members of the Bloc, including Vietnam, who attended the Congress with thorough preparation and high responsibility, the 25th VECONAC Congress would be a great success. He also thanked the host country for the warm, friendly, and thoughtful hospitality extended to the members of the Vietnamese Veterans Association delegation. Next, under the chairmanship of the Deputy Secretary General of VECONAC - 25, General Mia Savan, Deputy Secretary General of the Cambodian Veterans and Retirees Association, the working group meeting of representatives of the delegations attending the Congress proceeded to approve the Agenda, the Program of the 38th Executive Committee Meeting and the Program of the 25th Congress.

According to the Congress program, the 38th Executive Committee meeting will take place on October 4th.

On October 5, 2026, the 25th VECONAC Congress will hold its opening ceremony. During this event, delegates will also have the opportunity to visit the Victory Monument and the National Museum of Cambodia; the Royal Cambodian Army's Military Equipment Manufacturing Plant; and the Rehabilitation Center of the Cambodian Ministry of Veterans Affairs and Youth Rehabilitation.
