At the press conference, Minister Dang Xuan Phong announced the content of the regular online Government meeting for September 2026 with ministries, agencies, and localities, which took place on the morning of October 3rd and was chaired by Politburo member, Secretary of the Government Party Committee, and Prime Minister Le Minh Hung .

According to Minister Dang Xuan Phong, this meeting focused on discussing the following topics: the socio -economic situation in September and the third quarter of 2026, the allocation and disbursement of public investment capital, the direction and management of the Government and the Prime Minister; and key tasks that need to be focused on in the coming period...

Minister Dang Xuan Phong stated that at the meeting, Prime Minister Le Minh Hung emphasized that this is a crucial and decisive stage, requiring ministries, sectors, and localities to accurately assess the situation; directly and specifically identify the potential and drivers of growth to maximize exploitation; thoroughly remove bottlenecks; and implement strong and feasible solutions to create even more positive changes in the fourth quarter, in order to successfully achieve the goals and tasks for the entire year of 2026.

Over the past period, the Government and the Prime Minister have directed all levels, sectors, and localities to implement many tasks and solutions in a coordinated manner; focusing on several key areas: perfecting institutions, reducing administrative procedures to thoroughly address bottlenecks, unlocking resources, and fostering development; and most importantly, submitting documents to competent authorities for promulgation to create a comprehensive, complete, and transparent legal framework.

In addition, focus on solutions to promote growth while maintaining macroeconomic stability and controlling inflation; boost domestic production through tax and fee exemptions and reductions; thoroughly address requests to support people and businesses, especially small and medium-sized enterprises, in promoting production and business activities; and focus on implementing strong measures to ensure energy security, electricity, and petroleum.

At the press conference, commenting on the possibility of achieving double-digit growth in 2026 and solutions to stabilize the macroeconomy, ensure major economic balances, and especially control inflation according to the set target, Deputy Minister of Finance Nguyen Duc Chi said that the socio-economic situation in September, the third quarter, and the first nine months of 2026 continued to achieve positive results, with the highest growth in many years, and the macroeconomy was basically stable.

Accordingly, GDP growth in the third quarter is estimated at 9.95% year-on-year. For the first nine months of the year, GDP growth was 9.01%. Many sectors and business areas experienced positive growth during the nine months, such as agriculture, forestry, and fisheries, which increased by 4.02%, closely following the full-year target. The industrial production index (IIP) is estimated to increase by 12.3% year-on-year; total retail sales of goods and consumer service revenue increased by 13.4%... Foreign direct investment (FDI) attraction continues to be a bright spot, with registered FDI capital in the first nine months estimated at US$50.36 billion, an increase of 76.4% year-on-year, and implemented FDI capital estimated at US$21.07 billion, an increase of 12.1%. Imports and exports in the first nine months reached US$888.02 billion, an increase of 30.4% compared to the same period last year… State budget revenue is estimated at VND 2,187.3 trillion, equivalent to 86.5% of the projected figure, an increase of 12.1% compared to the same period last year....

At the local level, 12 out of 34 localities achieved double-digit growth in the first nine months; these include Quang Ninh, Hai Phong, Bac Ninh, etc.

According to Deputy Minister Nguyen Duc Chi, the Government and the Prime Minister will continue to lead and direct the steadfast pursuit of double-digit growth in 2026, maintaining macroeconomic stability and controlling inflation at around 4.5%.

At the regular Government meeting in September 2026, the Ministry of Finance advised the Government on key tasks, focusing on several main areas such as: proactively and flexibly managing and closely coordinating monetary, fiscal, and other macroeconomic policies to control inflation, contributing to macroeconomic stability, supporting economic growth, and ensuring energy security. Regularly assessing the "balance point" between controlling inflation and supporting growth; absolutely preventing shortages of electricity and fuel.

Simultaneously, we must improve institutions and the investment and business environment. We must remove institutional obstacles and prevent the emergence of new bottlenecks; reduce administrative procedures and logistics costs; disburse 100% of the allocated public investment plan; and complete key projects scheduled for 2026. We must resolutely cut funding for ministries and localities with slow disbursement rates; and definitively resolve land clearance issues.

At the same time, we will continue to vigorously implement solutions to reduce input costs for the economy and promote private investment; resolutely resolve outstanding projects; ensure that corporations and general companies complete their investment, production, and business plans for 2026; accelerate the resolution of 1,081 outstanding projects; stimulate consumer demand and tourism at the end of the year; and reduce the trade deficit.

In addition, we will promote science, technology, innovation, and digital transformation, complete the "100-Day Action Plan"; and disburse 100% of the allocated state budget funds according to Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of national science, technology, innovation, and digital transformation.
