Attending the Congress were former Prime Ministers Nguyen Tan Dung and Pham Minh Chinh; and former Standing Member of the Party Central Committee Le Hong Anh. Also present were members of the Politburo and Secretaries of the Party Central Committee: Bui Thi Minh Hoai, Chairwoman of the Central Committee of the Vietnam Fatherland Front; Nguyen Duy Ngoc , Head of the Central Organization Department; and General Luong Tam Quang, Politburo member and Minister of Public Security.
Lieutenant General Le Quy Vuong was re-elected as Chairman of the Association of Former People's Police Officers of Vietnam.
According to the report presented at the Congress, looking back at the three-year period of operation of the first term (2023-2026) since its establishment on August 16, 2023, under the direct guidance of the Central Party Committee of the Public Security Ministry, the Minister of Public Security , the guidance of the Ministry of Interior, the great support and assistance of Party committees, governments, the Fatherland Front, and the Public Security forces at all levels, and the encouragement and approval of the people, the Vietnam Association of Former Public Security Officers has achieved very important goals. The association's organizational system has been established and is operating stably at three levels according to the new administrative model, with over 150,000 members participating. The association is recognized as a mass organization assigned tasks by the Party and the State; the association is an active member of the Vietnam Fatherland Front at all levels.
Members of the Association of Former People's Police Officers have preserved and continued to promote the fine traditions of revolutionary police officers, remaining absolutely loyal to the Party, the State, and the People; and setting an example in implementing patriotic emulation movements at the grassroots level. The Association has carried out many tasks assigned by the Party, the State, the Ministry of Public Security, and the Vietnam Fatherland Front at all levels; especially the movement for national unity, the movement for national security protection, and other major campaigns and patriotic emulation movements. The position, role, and prestige of the Association of Former People's Police Officers have been increasingly enhanced. The Resolution of the 14th National Congress of the Party and the Resolution of the 8th Congress of the Party Committee of the Central Public Security Department have assigned the Former People's Police Officers the task of upholding traditions and fulfilling the tasks assigned by the Party and the State.
The Congress assessed the results achieved in implementing the Resolution of the First Congress, 2023-2026; identified strengths, pointed out shortcomings and limitations; and discussed the causes and profound lessons learned so that the 2026-2031 term will see stronger transformations in the development and operation of the Association.

The Congress focused on discussing and contributing ideas to the Report summarizing the Association's work during the 2023-2026 period and the action program for the second term (2026-2031). Particular emphasis was placed on implementing the Resolution of the 14th National Party Congress and the Resolution of the 8th Party Congress of the Central Public Security Committee, which assigned the Association of Former People's Police Officers the task of educating the younger generation about revolutionary traditions; continuing to promote the revolutionary nature of police officers and mass mobilization work… with a vision and high determination to build the Association of Former People's Police Officers of Vietnam into an exemplary and strong organization, successfully fulfilling the contents of the Association's Charter and the tasks assigned by the Party, State, Ministry of Public Security, and the Fatherland Front.
The Congress finalized the Executive Committee, Standing Committee, Inspection Committee, and key leadership positions of the Association for the second term (2026-2031) as stipulated. Lieutenant General Le Quy Vuong, former Deputy Minister of Public Security, was re-elected to continue serving as Chairman of the Vietnam Association of Former Public Security Officers.
Becoming the core force of the nationwide movement to protect national security.
Speaking at the Second National Congress of the Vietnam Association of Former Public Security Officers, for the term 2026-2031, General Secretary and President To Lam emphasized that this is an important and very meaningful event, a congress of camaraderie, of innovation, of upholding heroic traditions, and of continuing to contribute to the glorious revolutionary cause of the Party and the nation, for the happiness and peace of the people. The Congress is also a source of great pride and joy for hundreds of thousands of former Public Security officers nationwide.
According to the General Secretary and President, the Second Congress of the Association of Former People's Public Security Officers is taking place in a very special context. Following the 14th National Congress of the Party, the country is steadily entering a new era, with new momentum, new opportunities, and new challenges, with the goal of all-out efforts for peace, stability, and rapid, sustainable national development, improving all aspects of people's lives; determined to successfully build a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism.
The revolution in the organizational structure and political system has achieved initial success, serving the people better and more effectively, opening up new spaces, and creating new impetus to promote development. The Resolution of the 14th Party Congress and strategic resolutions have identified many groundbreaking and groundbreaking solutions that have received strong support and consensus from the people and admiration from international friends, and are being resolutely implemented by the entire political system with a high spirit of action.
"These are extremely favorable new conditions for the Association of Former People's Police Officers, a core member of the Vietnam Fatherland Front, to increase its contributions and promote the strength of national unity to build a prosperous, thriving, civilized, and happy country," the General Secretary and President emphasized.
The General Secretary and President expressed agreement with the directions, goals, and action programs set forth by the Congress; clearly demonstrating the spirit of unity, loyalty, exemplary conduct, innovation, development, and continued promotion of the revolutionary nature of the police force, successfully fulfilling the tasks assigned by the Party, State, and Fatherland Front, and serving as the core force in the nationwide movement to protect national security.
In just a short time since its establishment and operation, the first term of the Association of Former People's Police Officers has demonstrated the courage, loyalty, and dedication of former Vietnamese People's Police officers to the Party, the people, and the enduring development of the nation, as well as to the People's Police force, and continues to shine brightly with the qualities of a revolutionary police officer.
The General Secretary and President stated that the Resolution of the 14th National Congress of the Party for the first time identified the role of former People's Public Security officers in educating the younger generation about patriotic traditions and revolutionary heroism, and in promoting the traditional nature of revolutionary police officers.
According to the General Secretary and President, the entire Party, people, and army, under the leadership of the Party, are striving to successfully implement the Resolution of the 14th National Congress of the Party and strategic guidelines, aiming for Vietnam to become a developed country with high-income citizens by 2045. In the context of a rapidly changing world, with science and technology developing at a breakneck pace, creating many new forms of security breaches and new types of crimes, unprecedented pressure and challenges are increasing for the cause of national construction and defense. Domestically, as the country develops, the challenges to security and order become greater, and the need to strengthen ideology increases to achieve the defined strategic goals. Fostering patriotism, creating consensus among the people, protecting and consolidating the people's support, and developing the people's resources are key and decisive factors in achieving these goals and tasks.

From there, the General Secretary and President emphasized the key tasks of the Association in the new term. The Association of Former People's Police Officers at all levels must first and foremost be a true home, fostering camaraderie and solidarity among former police officers and those who have contributed to the cause of protecting security and order. The Association of Former People's Police Officers is an organization that brings together former police officers, mostly retired police officers. More than anyone else, the associations at all levels must be places that care for the health, material well-being, and spiritual needs of their members, especially those in difficult circumstances. At the same time, it must be a bridge connecting the police force, local Party committees and authorities, and the Fatherland Front to actively coordinate and support, so that the associations at all levels truly become a pillar of support for their members, especially during difficult times.
The Association continues to vigorously implement activities that affirm the imprint and identity of revolutionary police officers and the heroic Vietnamese People's Police force in all fields. Regarding the tasks assigned by the Party committees, government, Fatherland Front, and the police force, all levels of the Association and its members must clearly demonstrate the exemplary and leading spirit of the police force to organize and implement tasks with the highest possible results and as quickly as possible. They must closely adhere to and effectively implement the principle of "The people are the foundation, the people are the center and the subject," stemming from the needs, aspirations, rights, and legitimate interests of the people; taking the best service to the people as the goal, relying on the people to carry out tasks, and ensuring that the people benefit from the achievements.
The Association must truly become the core force of the nationwide movement to protect national security in the area, building on the achievements already made and actively participating in local activities. It should continue to review and evaluate models and movements for nationwide protection of national security to coordinate and replicate practical and effective initiatives. Members of the Association of Former Police Officers must clearly demonstrate their role and contribute to coordinating with the police force to manage security and order at the grassroots level.
There are practical activities that promote the role of the Association of Former People's Police Officers in educating the younger generation about patriotic traditions, Vietnamese revolutionary heroism, and the traditions of the People's Police.

The General Secretary and President stated that Resolution No. 18 and Resolution No. 22 of the 3rd Plenum of the 14th Central Committee of the Communist Party of Vietnam on building a disciplined, safe, civilized, harmonious, and developed society, and the National Security Strategy, set very high goals for forming a self-reliant order, a culture of respect for the rule of law, and building the people's trust in the Party, fostering patriotism to become a new resource for building and defending the Fatherland.
These are very important resolutions, and members of the Association of Former People's Police Officers must actively put the Party's policies into practice. Generations of former People's Police officers, with their political acumen, prestige, experience, knowledge, and practical skills, need to pay special attention to political and ideological education, raising the vigilance of the people in their residential areas, refuting erroneous and hostile viewpoints, and truly becoming a "correct ideological banner" in their communities, spreading what is good and right, and overshadowing what is bad and negative. The Standing Committee of the Central Association also needs to develop programs and content to educate the younger generation about revolutionary traditions, coordinating with the Central Committee of the Ho Chi Minh Communist Youth Union and the Ministry of Education and Training to effectively implement these programs in schools, communes, wards, special zones, especially in areas still facing difficulties.
The General Secretary and President also emphasized the need to focus on building a politically strong and modern Association of Former People's Police Officers, capable of fulfilling all tasks assigned by the Party, the State, and the people.
The General Secretary and President welcomed the Ministry of Public Security's timely issuance of Directive No. 08 on the new coordination regulations to facilitate the activities of the Association of Former People's Police Officers. This ensures that the Association receives attention and support in its development and operation at all levels, while also proactively mobilizing and promoting the role and contributions of former People's Police officers in mass mobilization work, building the nationwide movement to protect national security, and building a revolutionary, professional, elite, and modern People's Police force.
The General Secretary and President urged each member of the Association of Former People's Public Security Officers to continuously cultivate and uphold the revolutionary nature of a police officer, proactively and actively study and practice Ho Chi Minh's ideology, ethics, and style, and the Six Teachings of Uncle Ho to the People's Public Security Force, truly serving as a shining example in their place of residence for younger generations of police officers, the youth, and the entire population to learn from and emulate.
