Core members of the Vietnam Fatherland Front

Speaking at the 2nd National Congress of the Vietnam Association of Former Public Security Officers, for the term 2026-2031, General Secretary and President To Lam emphasized that this is an important and very meaningful event, a congress of camaraderie, of innovation, of upholding heroic traditions, and of continuing to contribute to the glorious revolutionary cause of the Party and the nation, for the happiness and peace of the people. The Congress is also a source of great pride and joy for hundreds of thousands of former Public Security officers nationwide.

According to the General Secretary and President, the Second Congress of the Association of Former People's Public Security Officers is taking place in a very special context. Following the 14th National Congress of the Party, the country is steadily entering a new era, with new momentum, new opportunities, and new challenges, with the goal of all-out efforts for peace, stability, and rapid, sustainable national development, improving all aspects of people's lives; determined to successfully build a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism.

The revolution in the organizational structure and political system has achieved initial success, serving the people better and more effectively, opening up new spaces, and creating new impetus to promote development. The Resolution of the 14th Party Congress and strategic resolutions have identified many groundbreaking and groundbreaking solutions that have received strong support and consensus from the people and admiration from international friends, and are being resolutely implemented by the entire political system with a high spirit of action.

"These are extremely favorable new conditions for the Association of Former People's Police Officers, a core member of the Vietnam Fatherland Front, to increase its contributions and promote the strength of national unity to build a prosperous, thriving, civilized, and happy country," the General Secretary and President emphasized.

Politically strong, modern in operation.

The General Secretary and President expressed agreement with the directions, goals, and action programs set forth by the Congress; clearly demonstrating the spirit of unity, loyalty, exemplary conduct, innovation, development, and continued promotion of the revolutionary nature of the police force, successfully fulfilling the tasks assigned by the Party, State, and the Fatherland Front, and serving as the core force in the nationwide movement to protect national security.

The General Secretary and President stated that the Resolution of the 14th National Congress of the Party for the first time identified the role of former People's Public Security officers in educating the younger generation about patriotic traditions and revolutionary heroism, and in promoting the traditional nature of revolutionary police officers.

The General Secretary and President emphasized the key tasks of the Association in the new term. The Association of Former People's Police Officers at all levels must first and foremost be a true home, fostering camaraderie and solidarity among former police officers and those who have contributed to the cause of protecting security and order. The Association of Former People's Police Officers is an organization that brings together former police officers, mostly retired police officers. More than anyone else, the associations at all levels must be places that care for the health, material well-being, and spiritual needs of their members, especially those in difficult circumstances. At the same time, it must serve as a bridge to facilitate active coordination and support from the police force, local Party committees and authorities, and the Fatherland Front, so that the associations at all levels truly become a pillar of support for their members, especially during difficult times.

The Association continues to vigorously implement activities affirming the imprint and identity of revolutionary police officers and the heroic Vietnamese People's Police force in all fields. Regarding tasks assigned by Party committees, government, the Fatherland Front, and the police force, all levels of the Association and its members must clearly demonstrate the exemplary and leading spirit of the police force to organize and implement tasks with the highest possible results and as quickly as possible. They must closely adhere to and effectively implement the principle of "The people are the foundation, the people are the center and the subject," stemming from the needs, aspirations, rights, and legitimate interests of the people; taking the best service to the people as the goal, relying on the people to carry out tasks, and ensuring that the people benefit from the achievements.

The Association must truly become the core force of the nationwide movement to protect national security in the area, building on the achievements already made and actively participating in local activities. It should continue to review and evaluate models and movements related to the nationwide movement to protect national security in order to coordinate and replicate practical and effective initiatives. Members of the Association of Former Police Officers must clearly demonstrate their role and contribute to coordinating with the police force to manage security and order at the grassroots level.

The General Secretary and President stated that Resolution No. 18 and Resolution No. 22 of the 3rd Plenum of the 14th Central Committee of the Communist Party of Vietnam on building a disciplined, safe, civilized, harmonious, and developed society, and the National Security Strategy, set very high goals for forming a self-reliant order, a culture of respect for the rule of law, and building the people's trust in the Party, fostering patriotism to become a new resource for building and defending the Fatherland.

These are very important resolutions, and members of the Association of Former People's Police Officers must actively put the Party's policies into practice. Generations of former People's Police officers, with their political acumen, prestige, experience, knowledge, and practical skills, need to pay special attention to political and ideological education, raising awareness among the people in their communities, refuting erroneous and hostile viewpoints, and truly becoming a "propitious banner of correct ideology" in their communities, spreading what is good and right, and overshadowing what is bad and negative.

The Standing Committee of the Central Committee of the Association also needs to develop programs and content for educating the younger generation about revolutionary traditions, coordinating with the Central Committee of the Ho Chi Minh Communist Youth Union and the Ministry of Education and Training to effectively implement these programs in schools, communes, wards, special zones, especially in areas that are still facing difficulties.

The General Secretary and President also emphasized the need to focus on building a politically strong and modern Association of Former People's Police Officers, capable of fulfilling all tasks assigned by the Party, the State, and the people.

The General Secretary and President welcomed the Ministry of Public Security's timely issuance of Directive No. 08 on the new coordination regulations to facilitate the activities of the Association of Former People's Police Officers. This ensures that the Association receives attention and support in its development and operation at all levels, while also proactively mobilizing and promoting the role and contributions of former People's Police officers in mass mobilization work, building the nationwide movement for national security protection, and building a revolutionary, professional, elite, and modern People's Police force.

The General Secretary and President urged each member of the Association of Former People's Public Security Officers to continuously cultivate and uphold the revolutionary nature of a police officer, proactively and actively study and practice Ho Chi Minh's ideology, ethics, and style, and the Six Teachings of Uncle Ho to the People's Public Security Force, truly serving as a shining example in their place of residence for younger generations of police officers, the youth, and the entire population to learn from and emulate.

Lieutenant General Le Quy Vuong was re-elected as Chairman of the Association of Former People's Police Officers of Vietnam.

The Second National Congress of the Vietnam Association of Former Public Security Officers, for the term 2026-2031, has restructured the Executive Committee, Standing Committee, Inspection Committee, and key leadership positions of the Association for the second term (2026-2031) as prescribed. Lieutenant General Le Quy Vuong, former Deputy Minister of Public Security, was re-elected to continue serving as Chairman of the Vietnam Association of Former Public Security Officers.
