Deputy Minister Nguyen Duc Chi stated that the socio-economic situation in September and the third quarter, as well as the first nine months of 2026, continued to achieve positive results. GDP growth in the third quarter is estimated at 9.95% year-on-year. Overall, GDP growth for the first nine months of 2026 is 9.01%.

Many business sectors and fields experienced positive growth, such as agriculture, forestry, and fisheries, which increased by 4.02% in the first nine months, closely following the full-year target. The industrial production index for the first nine months is estimated to have increased by 12.3% compared to the same period last year. Total retail sales of goods and consumer service revenue for the first nine months increased by 13.4%.

International visitors reached 17.7 million in the first nine months, an increase of 14.5%. Foreign direct investment (FDI) attraction continued to be a bright spot, with registered FDI capital reaching US$50.36 billion in the first nine months, a 76.4% increase compared to the same period last year. Disbursed capital is estimated at US$21.07 billion, a 12.1% increase.

Imports and exports in the first nine months reached US$888 billion, an increase of 30.4% compared to the same period last year. State budget revenue is estimated at VND 2,187,000 billion, equivalent to 86.5% of the projected target and an increase of 12.1% compared to the same period last year.

Regarding the GRDP growth of localities, 12 out of 34 provinces and cities achieved double-digit growth in the first nine months of 2026. Notable examples include Quang Ninh, Hai Phong, and Bac Ninh ...

In the fourth quarter of 2026 and throughout the entire year, the Government remains committed to maintaining double-digit growth. The Prime Minister and the Government have directed ministries, sectors, and localities to focus on implementing effective and decisive solutions so that each ministry, locality, and enterprise can complete its annual plan. Thus, the entire economy will achieve the double-digit growth target.

Regarding solutions to achieve the set goals, Deputy Minister Nguyen Duc Chi said that, firstly, it is necessary to proactively and flexibly manage and closely coordinate monetary, fiscal, and other macroeconomic policies to control inflation, contributing to macroeconomic stability and supporting economic growth. Ensuring energy security is crucial, absolutely preventing electricity and fuel shortages. The two strategic and balanced energy commodities, fuel and oil, must be absolutely guaranteed.

Secondly, we must continue to improve institutions and the investment and business environment, remove institutional obstacles and prevent the emergence of new bottlenecks, and reduce administrative procedures and business conditions. This October, the Government will submit to the National Assembly for promulgation and amendment many laws to address institutional issues.

Thirdly, disburse 100% of the allocated public investment plan, complete key projects and meet the deadlines for 2026. Resolutely cut funding from ministries and localities with slow disbursement rates to reallocate funds to projects and works that have the capacity and ability to absorb capital.

Fourth, we will continue to vigorously implement solutions to reduce input costs for the economy, promote private investment, and resolve and implement stalled projects. Over 1,000 projects have had their difficulties and obstacles resolved. The government has directed ministries, agencies, and localities to focus on implementation because the mechanisms have been addressed, thus requiring concentrated efforts. This is a significant impetus for economic growth. State-owned corporations and enterprises are responsible for continuing to fulfill their production and business plans as set out at the beginning of the year.

Regarding solutions related to science, technology, innovation, and digital transformation, the 100-day action plan aims to disburse 100% of the state budget allocated for science, technology, innovation, and digital transformation within the last three months of the year.

"The Ministry of Finance will always closely monitor the situation to advise the Government on scenarios and solutions so that we can aim for our unchanging goal of double-digit GDP growth in 2026," Deputy Minister Nguyen Duc Chi said.

Further discussing credit guarantees for growth, Deputy Governor of the State Bank of Vietnam Pham Thanh Ha said that in the fourth quarter, the State Bank of Vietnam will continue to proactively review, amend, and improve the legal frameworks and policy mechanisms on general credit for credit institutions and commercial banks, as well as policy mechanisms for specific industries and sectors to facilitate lending and access to loan capital.

The State Bank of Vietnam will also direct credit institutions and commercial banks to focus lending on priority sectors and sectors that are drivers of economic growth, while strictly controlling lending to sectors with potential risks.

In addition, actively implement credit programs and policies as directed by the Prime Minister and the State Bank of Vietnam, and promptly implement solutions to alleviate difficulties for people and businesses.

In particular, credit institutions continue to simplify procedures and processes, as well as enhance the application of digital technology, to make it easier for customers to access bank credit.
