On the morning of October 3rd, in Hanoi , the Second National Congress of the Vietnam Association of Former Public Security Officers, for the term 2026-2031, held its solemn session.
This is a significant political event marking the solid development of the Vietnam Association of Former Public Security Officers; affirming the position and core role of former police officers in the cause of protecting national security and building national unity.

Attending the Congress were former members of the Politburo: Nguyen Tan Dung, former Prime Minister; Pham Minh Chinh, former Prime Minister; General Le Hong Anh, former Standing Member of the Secretariat, former Minister of Public Security; and members of the Politburo and Secretaries of the Central Committee: Bui Thi Minh Hoai, Secretary of the Party Committee of the Vietnam Fatherland Front and central mass organizations, Chairman of the Central Committee of the Vietnam Fatherland Front; Nguyen Duy Ngoc , Head of the Central Organization Department; General Luong Tam Quang, member of the Politburo, Secretary of the Party Committee of the Central Public Security, Minister of Public Security.

Former members of the Politburo include: Phan Đình Trạc, former Head of the Central Internal Affairs Committee; Nguyễn Văn Nên, former Secretary of the Ho Chi Minh City Party Committee; and Nguyễn Thị Doan, former member of the Central Committee of the Party, former Vice President, and President of the Vietnam Association for the Promotion of Learning.
Members of the Central Committee of the Party, former members of the Central Committee of the Party, leaders and former leaders of the Ministry of Public Security, representatives of the Central Committee of the Vietnam Fatherland Front, the Central Organization Department, the Central Propaganda Department, the Central Internal Affairs Department, the National Assembly's Committee on National Defense, Security and Foreign Affairs; the Ministry of Interior, the Central Party Office, the Office of the President, and political and social organizations;
The delegates included former leaders of the Ministry of Public Security and 241 official delegates representing over 150,000 members of the Association of Former People's Police Officers from 34 provinces and cities nationwide.
The Congress took place in a particularly significant context, as the position and role of former People's Public Security officers continued to receive deep attention and recognition from the Party and the State; the Vietnam Association of Former People's Public Security Officers became an organization entrusted with tasks by the Party and the State, and an active member of the Vietnam Fatherland Front. In particular, the Resolution of the 14th National Congress of the Party clearly stated: "Promoting the role of former People's Public Security officers in educating the younger generation about patriotic traditions and revolutionary heroism, and upholding the traditional nature of revolutionary police officers."

Speaking at the congress, General Secretary and President To Lam affirmed that the Second National Congress of the Vietnam Association of Former Public Security Officers, for the term 2026-2031, is an important and very meaningful event. It is a congress of camaraderie, of innovation, of upholding heroic traditions, and of continuing to contribute to the glorious revolutionary cause of the Party and the nation, for the happiness and peace of the people. The congress is taking place in a special context.

The country is confidently entering a new era with renewed vigor. Despite increasing external challenges, we have maintained political stability, continued high economic growth (GDP growth for the first nine months reached 9.01%), and social security and safety are among the best in the world. Practical policies on healthcare, education, and improving people's lives, especially those concerning vulnerable groups, the elderly, children, and families receiving social welfare, have contributed to strengthening public trust.
These are extremely favorable new conditions for the Association of Former People's Police Officers - a core member of the Vietnam Fatherland Front - to increase its contributions to promoting the strength of national unity, building a prosperous, thriving, civilized, and happy country.
Agreeing with the theme, direction, goals, and action program set forth by the Congress, the General Secretary and President emphasized the key tasks for the coming period. First and foremost, the Association of Former People's Police Officers at all levels must truly be a common home, fostering camaraderie and fellowship among former police officers and those who have contributed to the cause of protecting security and order.
All levels of the association must be places that care for the health, material well-being, and spiritual development of its members. The association will continue to vigorously implement activities that affirm the mark and identity of revolutionary police officers and the heroic Vietnamese People's Police force; organize and implement assigned tasks with the highest efficiency and complete them as soon as possible; and truly become a core force in the nationwide movement to protect national security in all areas.
All levels of the association and its members must clearly demonstrate their role and contributions in coordinating with the police force to manage the situation at the grassroots level; and at the same time, actively put the Party's policies into practice. Generations of former People's Police officers, with their political acumen, prestige, experience, and knowledge of enemy intelligence, must pay special attention to political and ideological education, raising the vigilance of the people in their residential areas; and carry out practical activities to promote the role of the Association of Former People's Police Officers in educating the younger generation about the patriotic traditions and heroism of the Vietnamese revolution and the Vietnamese People's Police.
The General Secretary and President requested that attention be paid to building a politically strong and modern People's Police Association, capable of fulfilling all tasks assigned by the Party, State, and people. The Ministry of Public Security should continue to effectively implement Directive No. 08 and Coordination Regulation No. 02 with the People's Police Association; proactively coordinate, review, and adjust to ensure that all levels of the association best implement the policies set forth by the 14th Party Congress regarding former police officers.
The Ministry of Public Security and the Central Committee of the Vietnam Fatherland Front are studying and proposing to the Government mechanisms and policies for the activities of the Association of Former People's Police Officers, an association assigned tasks by the Party and the State. Each former People's Police officer member should continuously cultivate and uphold the essence of a "revolutionary police officer," proactively and actively studying and practicing the thoughts, ethics, methods, and style of Ho Chi Minh and the Six Teachings of Uncle Ho to the People's Police; truly serving as a shining example in their place of residence for younger generations of police officers and youth to learn from and emulate.
The General Secretary and President affirmed his belief that the Vietnam Association of Former Public Security Officers, in its 2026-2031 term, will continue to make new, stronger, more substantive, and more effective progress, increasingly elevating its position and role as a member of the Vietnam Fatherland Front in the great national unity bloc.
Strong determination to build an exemplary and strong association.
Looking back at the first three years of its term (2023-2026), the Vietnam Association of Former Public Security Officers has overcome many difficulties and challenges to grow stronger. Despite being a voluntary organization operating independently in terms of funding, and deeply affected by the streamlining of the administrative apparatus and the reorganization of administrative units at all levels, the Association's organizational system has quickly been consolidated and stabilized according to the new three-tiered administrative model, with over 150,000 members.

The Association has clearly affirmed its role as a mass organization entrusted by the Party and the State, an active member of the Vietnam Fatherland Front, and has made significant contributions to the nationwide movement to protect national security and build a truly clean, strong, professional, elite, and modern police force.
With the overarching motto: "Promoting the glorious traditions of the People's Public Security Force, fostering unity, camaraderie, innovation, responsibility, overcoming difficulties, building a strong Association of Former People's Public Security Officers of Vietnam, and successfully fulfilling the tasks assigned by the Party and the State," the Congress clearly defined the strategic goals for the 2026-2031 term.
Accordingly, the entire Association focuses on building a strong and comprehensive organization in accordance with its Charter, forever upholding the fine qualities of the Vietnam People's Police, and actively contributing to the successful fulfillment of the task of building and protecting the socialist Vietnamese Fatherland.
The Congress assessed the results achieved in implementing the Resolution of the First Congress, 2023-2026; drew out the strengths, pointed out the shortcomings and limitations; the causes and profound lessons learned so that in the 2026-2031 term, the building and activities of the Association will have more significant changes.

The focus of the discussion and contributions will be on the Report summarizing the Association's work for the period 2023-2026 and the action program for the second term (2026-2031). Particular emphasis will be placed on implementing the Resolution of the 14th National Party Congress and the Resolution of the 8th Party Congress of the Central Public Security Ministry, which assigned the Association the task of educating the younger generation about revolutionary traditions; continuing to promote the revolutionary nature of the police force and mass mobilization work… with a vision and high determination to build the Association into an exemplary and strong organization, successfully fulfilling the contents of the Association's Charter and the tasks assigned by the Party, the State, the Ministry of Public Security, and the Fatherland Front.
The Congress will consolidate the Executive Committee, Standing Committee, Inspection Committee, and key leadership positions of the Association for the second term (2026-2031) in accordance with regulations.
The Congress elected 61 members to the Executive Committee. Lieutenant General Le Quy Vuong, former Deputy Minister of Public Security, was re-elected as Chairman of the Vietnam People's Police Association for the second term (2026-2031); Major General Vu Hung Vuong and Lieutenant General Nguyen Xuan Yem were elected as full-time Vice Chairmen.
