This morning (October 3rd), Prime Minister Le Minh Hung chaired the regular September Government meeting, connecting online with ministries, agencies, and 34 provinces and cities.

According to the report presented at the meeting, GDP in the third quarter increased by 9.95%, bringing the growth for the first nine months to 9.01%, the highest level in many years. This result shows that the economy continues to accelerate, creating a further foundation for the final sprint of the year.

Entering the third quarter of 2026, the global situation continues to experience new and complex developments that directly impact the double-digit growth target. However, with the determination of the entire political system and the efforts to implement the Resolutions, conclusions, and directives of the Central Committee, the Politburo, the Secretariat, General Secretary, President To Lam, and other key leaders, the Government has simultaneously implemented many tasks and solutions to maintain high growth momentum.

GDP growth in the third quarter reached 9.95%; the nine-month figure of 9.01% is the highest growth rate in many years. Imports and exports for the nine months reached US$888 billion, an increase of over 30%, and in September alone, the trade surplus reversed to US$1.27 billion after several months of deficits; registered FDI capital for the nine months is estimated at over US$50 billion, an increase of nearly 80%.

The macroeconomic fundamentals are stable, inflation is under control, and major balances are ensured. Budget revenue for the first nine months reached 2.19 trillion VND, nearly 90% of the projected target; the average consumer price index (CPI) for the nine months increased by 4.52%, remaining within the limits set by the National Assembly. Disbursement of public investment capital in September was nearly 1.58 times higher than in August, and for the whole nine months it is estimated to reach nearly 650,000 billion VND, equivalent to 62.9% of the plan, with the Ministry of National Defense and the Ministry of Public Security leading among ministries and sectors in public investment capital disbursement. Also during the nine months, more than 223,000 businesses entered or re-entered the market, exceeding the 172,000 businesses that withdrew.

Locally, 12 out of 34 provinces and cities experienced double-digit growth.

Speaking at the session, Prime Minister Le Minh Hung emphasized that the pressure to achieve growth in the last three months of 2026 is immense. Successfully achieving the goals of this pivotal year will create conditions for 2027 to become a breakthrough year, building momentum and strength to achieve the goals of the entire term and the new development phase. Therefore, this is a crucial, decisive period, requiring ministries, sectors, and localities to accurately assess the situation, identify remaining growth potential and drivers, identify bottlenecks that need to be addressed, and propose sufficiently strong solutions to create change. To achieve double-digit growth, the fourth quarter of this year must achieve a growth target of over 12.5%. This is a very challenging task, requiring ministries, sectors, and especially localities to demonstrate a very high level of determination.

Prime Minister Le Minh Hung requested: "Local authorities must provide more specific and closer guidance to address and resolve outstanding issues in projects, as these are resources that directly contribute to the growth of the localities."

"Recently, the National Assembly enacted the Law on Urban Development, which includes provisions related to the development of special economic zones, as some localities have proposed today. I suggest that localities closely coordinate with the Ministry of Finance to propose groups of tasks and solutions for building special economic zones in accordance with the Law on Urban Development to create a basis and conditions for localities to promote growth and mobilize investment. The National Assembly will soon convene, and the Government will present many projects that directly impact the development of localities and businesses. Therefore, I request that localities and their National Assembly delegations carefully study the practical difficulties and obstacles faced by their localities to proactively propose to the Government and the National Assembly further improvements to the draft laws, ensuring the highest quality when they are submitted to the National Assembly for approval. This is also the responsibility of the localities," Prime Minister Le Minh Hung stated.

At the meeting, Prime Minister Le Minh Hung assigned very specific tasks to the ministries and agencies. In particular, the Ministry of Finance was tasked with closely monitoring, analyzing, evaluating, and updating growth scenarios; promptly advising the Government and the Prime Minister on addressing difficulties and obstacles, especially those affecting growth; and proposing appropriate, effective, and feasible tasks and solutions to promote production and business, and to mobilize and utilize resources effectively for development.
