Attending the meeting were Associate Professor, Dr. Ho Sy Hung - President of the Vietnam Chamber of Commerce and Industry (VCCI). Representing Tay Ninh province were Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Le Van Han; Deputy Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation Pham Hung Thai; Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Tay Ninh province Nguyen Thanh Hai; Member of the Standing Committee of the Provincial Party Committee and Chairman of the Provincial People's Council Nguyen Hong Thanh, along with other members of the Standing Committee of the Provincial Party Committee, leaders of departments, agencies, associations, and a large number of entrepreneurs, businesses, and investors in the province.

In a formal yet cordial atmosphere, the gathering provided an opportunity for the government, business organizations, and the business community of Tay Ninh to review the achievements, share the requirements for the new development phase, and reaffirm their commitment to working together for mutual growth.

The Tay Ninh Provincial Young Entrepreneurs Association and the Ho Chi Minh City University of Law signed a cooperation agreement on enhancing legal capacity, governance, and human resource development for businesses.
This is also an opportunity to acknowledge the contributions of the business community and entrepreneurs to the socio -economic development of the province. From production, business, job creation, budget contributions to participation in social welfare activities, poverty reduction, new rural development, and community support, businesses are increasingly affirming their important role in the local socio-economic life.

Speaking at the meeting, Chairman of the Provincial People's Committee Le Van Han said that 2026 is the first year the province will implement the Resolution of the First Provincial Party Congress, term 2025-2030, and the 5-year socio-economic development plan 2026-2030.
In the first nine months of 2026, the province's GRDP increased by 10.3%, exceeding the projected target, ranking first in the Southeast region and tenth nationwide. State budget revenue reached nearly 52,000 billion VND, achieving 97.6% of the central government's allocated target. Public investment disbursement ranked 6th out of 34 localities nationwide.
Investment activities continue to show positive developments. Currently, the province has over 3,200 domestic investment projects with a total capital of approximately 800,000 billion VND and nearly 2,200 FDI projects with a total capital of over 27 billion USD, ranking 7th nationwide. At the 2026 Investment Promotion Conference, the province had over 100 projects granted investment policy decisions, signed agreements, or received expressions of interest, with a total registered capital of over 920,000 billion VND.
According to the Chairman of the Provincial People's Committee, these achievements are significantly contributed by the community of over 37,000 businesses with a total registered capital of over 960,000 billion VND operating in the province. The private business sector is increasingly playing an important role in mobilizing and transforming resources into production and business activities, creating jobs, contributing to the budget, and expanding markets.
However, businesses are also facing many pressures as the market fluctuates, capital and input material costs increase, while the requirements for standards and quality are becoming increasingly stringent. Several obstacles related to procedures, land, site clearance, and infrastructure are affecting the progress of investment, production, and business.
“Businesses need a stable business environment for long-term investment; Tay Ninh needs capable businesses to jointly realize its development vision. Therefore, the time and costs of businesses must be valued as much as the province's own resources,” emphasized Chairman of the Provincial People's Committee Le Van Han.
In the coming period, the province will continue to promote administrative reform, digitalization, and public disclosure of information on planning, land, and investment conditions; develop connecting infrastructure, industrial parks, and industrial clusters; accelerate land clearance and develop human resources. Business proposals will be assigned to specific contact points, with defined deadlines for processing and responses. Issues beyond the province's authority will be compiled, reported, and proposed to higher authorities for resolution.
Along with the request for the government to continue improving the investment environment, the Chairman of the Provincial People's Committee urged the business community to promote self-reliance, innovation, and strengthen linkages. Large enterprises should lead small and medium-sized enterprises; domestic enterprises should strengthen linkages with FDI enterprises and participate more deeply in value chains. At the same time, businesses need to focus on science and technology, digital transformation , artificial intelligence, big data, green transformation, and the circular economy to enhance competitiveness.
According to Trinh Van Hai, Chairman of the Tay Ninh Provincial Business Association, the responsibility for creating value does not rest solely with the government; businesses must be the active actors. In an increasingly interconnected business environment, even the strongest enterprise will find it difficult to achieve sustainable development if it operates in isolation.

According to Mr. Trinh Van Hai, behind every product and service is an entire ecosystem including raw material suppliers, workers, logistics, banks, partners, and customers. Therefore, businesses need to proactively connect these individual values to form a larger value chain. Profit is a condition for a business to survive, but value is the foundation for a business to thrive in the long run.
Based on that reality, the Chairman of the Provincial Business Association believes that the relationship between the government, the Association, and businesses needs to become increasingly substantive. The government should create a favorable, transparent, and supportive environment; the Association should act as a bridge, listening, connecting, and conveying the practical issues of businesses; and businesses should proactively invest, innovate, comply with the law , and enhance their competitiveness.
"The government cannot do things for businesses. Associations cannot conduct business on behalf of businesses. But if each side does its part well and looks towards a common goal, businesses will have more confidence to invest, more opportunities to collaborate, and localities will have more resources for development," Mr. Trinh Van Hai emphasized.


Within the framework of the program, the Provincial People's Committee and the Vietnam Chamber of Commerce and Industry (VCCI) signed a Memorandum of Cooperation on improving the investment and business environment and supporting enterprise development. The Provincial Young Entrepreneurs Association and the Ho Chi Minh City University of Law signed a Cooperation Agreement on enhancing legal capacity, governance, and human resources for businesses.


On this occasion, the President awarded the Second Class Labor Order to one individual; and the Third Class Labor Order to one collective and one individual. The Prime Minister awarded Certificates of Merit to three individuals from the Tay Ninh Provincial Young Entrepreneurs Association, recognizing the contributions of businesses and entrepreneurs to the cause of building socialism and defending the Fatherland.
