Bringing cashless payments to the forefront from urban to rural areas.

In line with the spirit of Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation, the banking sector and the government in Tay Ninh are actively promoting cashless payments, contributing to the formation of a modern and convenient payment method from urban to rural areas.

By the end of 2025, the total value of transactions through electronic payment channels nationwide is expected to reach 28 times the GDP, and the percentage of people owning bank accounts will reach nearly 87%. In line with this trend, Tay Ninh province is focusing on upgrading its electronic payment infrastructure, expanding connections between banks, e-wallets, and QR codes with online public services, e-commerce, and retail networks; and gradually developing "Market 4.0" models and cashless routes.

From Party Resolution to Action Program

At BIDV Long An Branch, under the leadership and guidance of the Party Committee, the development of cashless payment is identified not only as a solution to innovate banking operations but also as a practical task to put Resolution 57-NQ/TW into practice.

The policy goes beyond simply studying and understanding the resolution; it is concretized into work programs, business tasks, and responsibilities for each unit. Based on the Party Committee's guidance, tasks are disseminated to Party branches, professional departments, and subordinate units; linking the responsibility of cadres and Party members to the results of their professional duties. The implementation process is regularly monitored and evaluated to promptly address difficulties and adjust the approach to suit each locality and customer group.

Mr. Vo Minh Dung, Director of BIDV Long An Branch and Secretary of the Party Committee, shared: “ Digital transformation in the banking industry is always a priority for us, with continuous investment, upgrading, and development. The core goal is to ensure that the most modern payment tools can reach every business and every citizen in the simplest, easiest, and safest way possible .”

Transform direction into concrete action.

Following the Party Committee's directive, the approach to customer engagement has gradually changed. Instead of waiting for customers to come to the bank, BIDV staff proactively visit residential areas, streets, markets, and businesses to understand their needs, guide them in opening accounts, create QR codes, and introduce suitable payment solutions.

Each official and Party member, through this process, not only fulfills business tasks but also directly brings digital transformation closer to the community. Adding a QR code to a store counter, a small business owner developing the habit of accepting payments via bank account, or a household business owner learning to use sales management tools are small changes that contribute to significant shifts in payment behavior.

In the first six months of the year alone, BIDV Long An has brought digital payment solutions to 2,900 business households, including the deployment of 1,400 technology solutions such as QR Sound, MyShop speakers, and sales management software, gradually forming a digital payment ecosystem right at business locations.

These solutions not only facilitate convenient payments but also help businesses quickly confirm transactions, reduce errors, and manage revenue and cash flow more effectively.

Ms. Le Thi Bich Tuyen, manager of Tree House beverage shop (Long An ward), shared: “My shop proactively equipped itself with announcement speakers and QR codes. This not only creates convenience for customers but also helps manage revenue effectively, eliminating worries about mistakes or having to give change.”

Bringing digital payments to rural areas.

While QR code payments have become commonplace in urban areas, changing cash usage habits in rural regions requires more persistence and a more appropriate approach.

Following the guidance of the grassroots Party committee, BIDV Long An's cadres, Party members, and employees proactively visited markets, businesses, and small traders to guide them in opening accounts, creating QR codes, and using digital payment solutions. Bank staff both provided services and guided people in experiencing technology, gradually forming new payment habits.

The process of "going to each point of sale, to each business household" has contributed to transforming digital transformation from grand visions into concrete changes in daily life: sellers reduce the amount of cash they need to carry, buyers have more payment options, and businesses can conveniently track revenue and cash flow, which is increasingly digitized.

Enhancing the role of cadres and Party members.

From the practical implementation, the results are not only measured by the number of QR codes or devices installed, but also by the transformation in the awareness and responsibility of the staff and Party members.

The implementation of Resolution 57-NQ/TW has been concretized in daily work: one more business household has been guided on digital payment, one small trader has learned to manage cash flow through bank accounts, and one citizen has formed the habit of electronic payment. Through this, Party building work is closely linked to professional tasks; Party organizations play a guiding, organizing, and monitoring role, while cadres and Party members directly translate policies into action at the grassroots level.

From QR codes at urban cafes to transaction notification devices at stalls in rural markets, digital transformation is becoming increasingly evident in the mundane transactions of daily life.

The experience at BIDV Long An shows that when the Party's resolution is concretized into an action program and implemented by cadres and Party members through practical actions, digital transformation will truly become a part of life. This is also how the BIDV Long An Party Committee promotes its leadership role, accompanies professional activities, contributes to spreading cashless payments from urban to rural areas, and contributes to the local digital transformation process in the new era.
