On the morning of October 6th, Comrade Tran Tri Quang - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - chaired a meeting to hear reports on the situation and progress of disbursing public investment capital for projects with low disbursement rates in the province.
The meeting was attended by representatives from provincial departments and agencies, the State Treasury Region XIX, project management boards, and investors. The aim was to clarify the reasons for slow disbursement, identify responsibilities for handling issues, and resolve obstacles, thereby accelerating the progress of projects in the remaining months of 2026.

According to the Department of Finance, as of September 30th, the province had disbursed over 7,657 billion VND in public investment capital for 2026, reaching 55.3% of the plan assigned by the Prime Minister and 54.2% of the plan assigned by the Provincial People's Council, still lower than the national average of 62.9%.
Five project owners disbursed funds below the provincial average, including: the Civil and Industrial Project Management Board, comprising regional project management boards, at 51.3%; Vinh Long Provincial General Hospital at 48.7%; Nguyen Dinh Chieu Hospital at 41%; Ben Tre CSAT Project Management Board at 37.8%; and the Department of Culture, Sports and Tourism at 1.4%.
Currently, the province has 18 projects that have not yet started construction, including 12 projects that were allocated capital at the beginning of the year and 6 projects that received additional capital during the year. Many projects are still facing obstacles such as land clearance, lack of material supply, or slow construction due to limited contractor capacity.
The Department of Finance also pointed out subjective reasons in the implementation process. Some investors were slow to finalize designs, cost estimates, and contractor selection, and did not proactively start implementation from the beginning of the year. Monitoring progress, urging contractors, and coordinating the resolution of obstacles were sometimes not timely. The assessment of implementation and disbursement capacity in some projects was not realistic; some projects requested additional capital but later requested a reduction.
To expedite progress, the Department of Finance recommends focusing on completing procedures for projects that have not yet commenced, increasing manpower for land clearance work, and promptly resolving obstacles within its authority. For projects where part of the land has been handed over, investors should organize construction at suitable locations and disburse funds immediately upon acceptance of completed work. Simultaneously, they should closely monitor the feasibility of each project to propose appropriate adjustments to the capital plan.
Comrade Tran Tri Quang - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - requested that investors focus on accelerating the implementation progress, striving to disburse public investment capital at 98-99%. For projects that have not yet started construction, he requested that they urgently complete procedures, organize contractor selection, make maximum efforts to implement them in October, and periodically report on progress.
The Chairman of the Provincial People's Committee requested that project owners review and update the progress of each project, closely assess the disbursement capacity, and propose appropriate adjustments to the capital plan. At the same time, he urged improvements in the contractor selection process, ensuring transparency and selecting units with sufficient financial capacity, human resources, and construction organization.
Regarding land clearance work, it is necessary to proactively monitor and closely coordinate with local authorities, departments, and agencies, promptly reporting any obstacles for resolution; focusing on finalizing and approving compensation and land clearance plans, creating conditions for disbursement and handover of land for construction.
