Nearly 1.939 billion VND remains undisbursed.
The Chairman of the People's Committee of Quang Tri province, Bui Hoang Phuong, has just signed a document assigning tasks to expedite and resolve difficulties and obstacles for projects using central government budget funds in 2025 that have had their implementation and disbursement extended to 2026.
According to the Quang Tri Provincial People's Committee, the plan for central government budget capital in 2025 has been extended until December 31, 2026, totaling VND 2,708.41 billion. As of October 1, 2026, VND 769.41 billion has been disbursed, leaving VND 1,938.999 billion undisbursed.
Despite numerous efforts, the disbursement rate of these funds remains low. Many large projects risk not disbursing all allocated funds before the deadline, leading to capital losses, project cancellations, and impacting the province's public investment planning and management.

To strive for 100% disbursement of the extended funding allowed for 2025, the Chairman of the Provincial People's Committee, Bui Hoang Phuong, assigned the Vice Chairmen of the Provincial People's Committee to directly supervise and monitor the progress of implementation and disbursement for each group of investors.
Specifically, the Standing Vice Chairman of the Provincial People's Committee, Hoang Nam, is in charge of projects managed by the Project Management Board for Investment and Construction of Agricultural and Environmental Works, the Project Management Board for Investment and Construction of Gio Linh Commune, and 5 key projects assigned in Decision 4148/QD-UBND dated September 30, 2026, of the Provincial People's Committee.
Vice Chairman of the Provincial People's Committee Le Van Bao is in charge of projects where the Quang Trach Commune Investment and Construction Project Management Board is the investor.
Vice Chairman of the Provincial People's Committee Le Duc Tien is in charge of projects where the Dien Sanh Commune Investment and Construction Project Management Board and the People's Committees of Dien Sanh, My Thuy, and Hieu Giang communes are the investors.
Vice Chairman of the Provincial People's Committee Phan Phong Phu is in charge of projects where the Department of Construction, the Project Management Board for Investment and Construction of Transportation Works, the Project Management Board for Investment and Construction of Civil and Industrial Works, and the People's Committee of Trieu Phong Commune are the investors.
Vice Chairman of the Provincial People's Committee Hoang Xuan Tan is in charge of projects where the Management Board of Investment Projects for Civil, Industrial and Technical Infrastructure Construction, and Dong Hoi City General Hospital are the investors.
The Chairman of the Provincial People's Committee requested the Vice Chairmen to directly inspect and work with the investor to urge and accelerate the project's progress, completing it before October 8, 2026; at the same time, focusing on resolving difficulties and obstacles, improving the disbursement rate, and striving to disburse 100% of the extended capital plan authorized by competent authorities by December 31, 2026.
Many key projects still have a large amount of unspent capital.
According to the Quang Tri Provincial People's Committee, several key projects still have a significant amount of central government budget funds remaining from 2025 that need to be disbursed.
Specifically, the first phase of the coastal road connecting the East-West economic corridor in Quang Tri province still requires the disbursement of 271.184 billion VND out of a total of 357.085 billion VND in ongoing capital.
Component Project 1 - Investment in the construction of National Highway 5D section from My Thuy Port to Cam Lo - La Son Expressway still has 746.712 billion VND to be disbursed out of a total of 1,120.137 billion VND.
The coastal road section passing through the Cua Tung and Cua Viet bridge areas still requires disbursement of 365.493 billion VND out of a total of 435.867 billion VND.
Component Project 1 - Coastal Road, part of the Coastal Road and Nhat Le 3 Bridge Project in Quang Binh province, still has 200.837 billion VND to be disbursed out of a total of 238.343 billion VND.
Meanwhile, the Hieu River Cable-Stayed Bridge Project - Phase 1 still has 103.56 billion VND to be disbursed out of a total of 144.876 billion VND.

Chairman of the Quang Tri Provincial People's Committee, Bui Hoang Phuong, requested that investors urgently review and update the disbursement progress, report specific difficulties and obstacles, and strictly implement the tasks assigned by the Vice Chairman of the Provincial People's Committee.
At the same time, the head of the investor must bear full responsibility before the Provincial Party Committee and the Provincial People's Committee for the results of implementation and disbursement of funds. In case of failure to disburse all funds, leading to loss or cancellation of funds, they must bear responsibility as required by the Provincial People's Committee.
The Chairman of the People's Committee of Quang Tri province assigned the Department of Finance as the focal point to monitor and expedite the projects, coordinating with departments, agencies, and localities to advise the Provincial People's Committee in resolving difficulties and obstacles.
Chairman of the Quang Tri Provincial People's Committee, Bui Hoang Phuong, requested that relevant departments, agencies, and localities strictly implement the tasks directed by the Vice Chairmen of the Provincial People's Committee. Any delay in any stage or area will result in the head of that unit or locality being held accountable to the Provincial Party Committee and the Provincial People's Committee.
For the State Treasury of Region XII and its branches, the Chairman of the People's Committee of Quang Tri province requested that payment procedures be shortened, ensuring speed, efficiency, timeliness, and compliance with regulations. Periodically, before 2 PM every Friday, the unit must submit a detailed report to the Provincial People's Committee through the Department of Finance on the disbursement results of projects, including the 2026 plan and the 2025 capital plan extended to 2026 from central and provincial budget sources, for timely guidance.
"Projects using long-term funding from the central budget are only allowed to disburse funds until December 31, 2026. With very little time remaining and the rainy and stormy season approaching, heads of provincial departments, agencies, and project owners are required to seriously implement this," the Chairman of the Quang Tri Provincial People's Committee directed.
