The Executive Committee of the Hanoi City Party Committee has unanimously approved the immediate implementation and investment plan for the Ba Vi Safari Park Project in Ba Vi commune. The decision was issued in Resolution No. 29-NQ/TU dated October 5, 2026, based on the proposal in Submission No. 821-TTr/ĐU dated October 3, 2026, from the Party Committee of the Hanoi People's Committee and written contributions from the Executive Committee members.

To prepare for the project, the Hanoi City Party Committee has assigned the Party Committee of the Hanoi People's Committee to direct relevant agencies and units to continue reviewing and completing the dossier and carrying out the next steps in accordance with the correct procedures, authority, and legal regulations, aiming for the groundbreaking ceremony on the occasion of the anniversary of the Liberation of Hanoi (October 10, 2026). Periodically, the Party Committee of the Hanoi People's Committee will report to the Standing Committee and the Executive Committee of the City Party Committee on the progress as well as any difficulties and obstacles that arise.

Alongside the task of ensuring progress, the City Party Committee noted the need to strengthen propaganda and mobilization efforts to create consensus among the people and avoid the emergence of hotspots, especially with residents in the area where the administrative boundaries between Hanoi and Phu Tho are planned to be adjusted.

The City Party Committee's Inspection Commission was also tasked with strengthening inspection and supervision right from the implementation stage of the policy to ensure that the project is carried out on schedule and in accordance with current legal regulations.

Before the Hanoi City Party Committee approved the plan, the Department of Finance released preliminary information about the proposed Ba Vi Ecotourism Complex Project - Safari Component.

Accordingly, the project has a total estimated investment of approximately 10,000 billion VND, is being studied on an area of ​​nearly 581 hectares (including more than 42 hectares of water surface) and is divided into two phases. Phase 1 will cover approximately 251 hectares from Q4/2026 to Q4/2028. Phase 2, covering nearly 330 hectares, will be implemented from Q4/2027 to Q1/2030. Upon completion, the project is expected to welcome approximately 10 million visitors per year.

At a press conference held by the City People's Committee on October 5th, a representative from the Department of Finance stated that the proposed business dossier is only the initial step. During the appraisal process, the Council requested a review of the scale based on the current land management and use status and an assessment of the impact on households in the area. This aims to minimize the impact on people's livelihoods and ensure a balance between socio-economic development and the legitimate rights of the community.

The decision to unify the policy by the City Party Committee is an important step for specialized agencies to further refine the dossier and carry out the subsequent procedures. The Hanoi City Party Committee requires that the implementation process strictly adhere to legal procedures, while also emphasizing propaganda and mobilization to create consensus among the people.
