In Khanh Hoa this afternoon, October 6th, the Political Affairs Department of the Ministry of Public Security organized a training course on cultural work in the People's Police Force in 2026, with the participation of representatives from departmental and divisional-level leadership, cultural affairs officers from units under the Ministry of Public Security, the People's Police Academy, the People's Police Hospital, and the police forces of 16 provinces and cities in the southern region.

In his opening remarks, Major General Nguyen Cong Bay, Deputy Director of the Political Affairs Department - Ministry of Public Security, and Deputy Head of the Standing Committee for organizing the training course, stated that the 2026 training course on cultural work in the People's Public Security Force is one of the activities implementing Action Program No. 09-CTr/DUCA dated March 31, 2026, of the Central Party Committee of the Public Security Ministry, implementing Resolution No. 80-NQ/TW dated January 7, 2026, of the Politburo on the development of Vietnamese culture. This emphasizes the training and equipping of leaders, managers, and staff involved in cultural work with the viewpoints of the Party, State, and Ministry of Public Security on the field of culture within the People's Public Security Force in the new era.

Culture has always been identified by the Party and the State as a solid spiritual foundation, an intrinsic strength, and a breakthrough driving force for national development. For the People's Public Security Force, the significance of Resolution No. 80-NQ/TW is even more profound; it states that the culture of the People's Public Security Force, with its core values ​​based on the Six Teachings of President Ho Chi Minh, represents ethical values, lifestyles, political fortitude, and "soft power" for building a revolutionary, professional, elite, and modern People's Public Security Force.

Implementing Resolution No. 80-NQ/TW on the development of Vietnamese culture within the People's Police Force means building the image of a courageous and humane People's Police officer who "sacrifices for the nation and serves the people," those who "know only that as long as the Party exists, so do they. Honor is the most sacred and precious thing."

Over the course of 5 days, participants in the training course will be taught 7 key topics: Application of science and technology in advising, managing, and organizing cultural and artistic activities at grassroots units, meeting the needs of building a digital culture accessible to grassroots police and the people; Innovation in organizing the operation of police libraries at the grassroots level in conjunction with the development roadmap of cultural institutions within the People's Police; Innovation in organizing the operation of police museums at the grassroots level in conjunction with the development roadmap of cultural institutions within the People's Police; Views and policies of the Party, State, and Ministry of Public Security on the development of police culture in the new era; Some issues arising in the innovation of leadership and management thinking regarding police culture in the new era; The development of Vietnamese culture and people in the new era – awareness and practice; and Skills and methods for advising, organizing, and managing cultural and artistic events and activities at police units and localities.

According to Major General Nguyen Cong Bay, entering a new era of deep integration and digital transformation , renewing thinking, enhancing the capacity to apply science and technology, and ensuring digital cultural security and sovereignty are urgent requirements. This training course has strategic significance, cultivating and equipping leaders, managers, and staff with the transition from traditional thinking to an approach to digital technology and artificial intelligence; thereby improving the capacity to manage and organize cultural and artistic activities at the grassroots level. At the same time, this is also an important opportunity to consolidate and strengthen the cultural workforce after the implementation of the policy of merging provincial-level administrative units and organizing a two-tiered local government model.
