Rural economic development - The journey of farmers and the government.

Rural economic development is one of the criteria for building new rural areas today. The goal is to move towards a modern, sustainable agriculture and increase farmers' income. To develop the rural economy, many activities need to be implemented simultaneously. But first and foremost, it requires boldness and a change in mindset from farmers, along with the support and facilitation of local authorities.

Farmers take the initiative.

Returning home after working abroad, Mr. Le Van De (residing in An Ninh commune, Tay Ninh province) brought with him the knowledge he had gained about growing hydroponic vegetables in greenhouses, applying it to his hometown. He is one of the pioneering households in the commune in applying high-tech vegetable farming, with a greenhouse system, digital technology , and a strict care process. After a process of applying and adjusting his farming methods, he successfully built the VH-Farm hydroponic vegetable brand, which is favored by customers.

Mr. De's model is one of the typical examples in the effort towards high-tech and sustainable agricultural production in An Ninh commune. According to Mr. Tran Minh Man, Vice Chairman of the Vietnam Fatherland Front Committee and Chairman of the Farmers' Association of the commune: “To date, the entire commune has about 26 hectares of vegetable cultivation using sprinkler irrigation systems and greenhouses. Among them, the high-tech vegetable farming model of Mr. Le Van De is a prime example. From the success of these models, farmers in the commune realize that high-tech agricultural production not only increases productivity and reduces labor costs but also helps to raise product prices, so they are gradually learning and applying it.”

While Mr. Dễ chose technology to transform the way vegetables are grown, in the dragon fruit-growing region, Mr. Trần Quốc Trọng (residing in An Lục Long commune, Tây Ninh province) is increasing the value of agricultural products through deep processing.

Mr. Trong was always concerned about how to diversify the output and increase the value of dragon fruit from his hometown. Driven by this concern, he researched, learned, and adopted technologies for processing dragon fruit into wine. With the support of the local government, his Dragon Fruit Wine Production Company Limited gradually became operational and efficient, supplying the market with various types of wine made from dragon fruit and other fruits.

Besides dragon fruit wine, Mr. Tran Quoc Trong is also researching the production of dragon fruit seed oil.

Besides producing wine from dragon fruit, Mr. Trong is also researching and developing dragon fruit seed oil, which can be used in the cosmetics industry. These efforts contribute to solving the problem of agricultural product output, increasing product value, and improving people's income.

Currently, the company has three products that have achieved OCOP 3-star certification: dragon fruit wine, mango wine, and dragon fruit seed oil. Mr. Trong said: “I always hope to maximize the value of dragon fruit from my hometown, thereby further expanding the market and creating a solid foothold for my products. Looking ahead, I will upgrade these OCOP-certified products from 3 stars to 4 stars.”

Although their approaches differ, it can be said that both Mr. Le Van De and Mr. Tran Quoc Trong are proactive in learning, applying technology, and seeking new directions to enhance the value of agricultural products and increase income for themselves and other farmers in the area.

These are also the goals that the Rural Economic Development criteria (part of the set of criteria for new rural communes in Tay Ninh province for the period 2026-2030) aim for.

Government support

Rural economic development is a crucial aspect of building new rural areas in the communes. In the efforts of farmers like Mr. Dễ and Mr. Trọng, the support and assistance of the local government cannot be overlooked.

In An Luc Long commune, the local authorities are focusing on developing the rural economy according to the set roadmap. This includes improving the quality of dragon fruit raw materials, upgrading OCOP products, upgrading the irrigation network to ensure proactive irrigation, and continuing to upgrade the rural road system.

Chairman of the People's Committee of Ha Minh Tuan commune said: "Rural economic development is one of the criteria that the commune focuses on implementing in the journey of building new rural areas. Activities such as technical training, expanding the area of ​​dragon fruit meeting VietGAP standards, and upgrading OCOP products from 3 stars to 4 stars have been and are being actively implemented by the locality."

In addition, the locality also focuses on gathering farmers and transferring science and technology. The Cau Doi and Cau Tre farmers' associations maintain effective operations, serving as places where farmers share experiences and techniques in the production process. The community agricultural extension team in the commune plays a core role in providing technical support to the people.

Meanwhile, in An Ninh commune, activities such as propaganda, training, and creating conditions for farmers to access appropriate supplies and techniques are organized to gradually expand high-tech production models.

According to Tran Minh Man, Vice Chairman of the Vietnam Fatherland Front Committee of the commune and Chairman of the Farmers' Association of the commune: “The locality has identified high-tech agriculture as one of the priority areas for attracting investment. Besides developing agriculture adapted to climate change, the commune also aims to integrate agricultural development with ecotourism . All sectors and organizations in the locality are united and striving to achieve the set goals and directions.”

Rural economic development is not just a matter for individual households, but requires the coordination of the entire political system and the people. This is also the solution proposed by the Ministry of Agriculture in implementing the National Target Program for Building New Rural Areas in the period 2026-2030.

Accordingly, localities need to focus on developing production and services associated with restructuring the agricultural sector; promoting the One Commune One Product Program; developing high-tech and organic agriculture linked to brand building and market connections. Along with this, they should improve the efficiency of cooperatives, attract businesses to invest in agriculture and rural areas, and innovate vocational training according to the actual needs of production.

The proactive approach of farmers, combined with the support of the government, will help replicate effective models, creating a foundation for rural economic development and contributing to the completion of new rural development criteria in each commune.
