The meeting included briefings with provincial internal affairs agencies and working sessions with Party Secretaries of communes and wards on internal affairs, prevention and control of corruption and social evils, citizen reception, and handling and resolution of petitions and letters.

The conference was chaired by comrades: Hoang Van Nghiem, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Lo Minh Hung, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; and Cha A Cua, Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province.

The members of the Provincial Party Standing Committee chaired the meeting.

Attending the conference were members of the Standing Committee of the Provincial People's Council, the Provincial People's Committee, and the Provincial Committee of the Vietnam Fatherland Front; members of the Provincial Party Standing Committee; leaders of provincial departments and agencies; and representatives of the Party Committees directly under the Provincial Party Committee.

Comrade Lường Thị Vân Anh, Member of the Standing Committee of the Provincial Party Committee and Head of the Provincial Internal Affairs Committee, presented a report at the conference.

In the first nine months of 2026, the province focused its leadership and direction on internal affairs, combating corruption, waste, and negative practices, judicial reform, citizen reception, and handling of petitions, closely adhering to the central government's policies and local realities. Political security and social order were maintained; intelligence gathering, prevention, and combating of various types of crimes and legal violations were implemented comprehensively.

The judicial agencies closely coordinate in investigation, prosecution, trial, and execution of judgments, ensuring compliance with the law. Inspection work has been strengthened, promptly detecting and recommending the handling of violations related to the economy and land, contributing to preventing losses and waste. The Provincial Steering Committee for Anti-Corruption and Waste Management maintains orderly operations, strengthening monitoring and direction of cases, incidents, and areas with potential risks of corruption, waste, and negative practices.

The province is focusing on reviewing and addressing projects that are behind schedule, have been stalled for a long time, and have surplus land and buildings after the reorganization of the administrative apparatus and the implementation of a two-tiered local government; implementing five regulations of the Politburo in conjunction with inspection, supervision, and prevention of corruption, waste, and negative practices.

The work of receiving citizens and handling and resolving petitions has been given attention and linked to the responsibility of the head of each agency. Throughout the province, 1,335 citizen reception sessions were held, involving 1,536 individuals and 1,327 cases; 3,867 petitions/3,564 cases were received. Of the 2,292 petitions/2,214 cases within the jurisdiction, 1,794 petitions/1,722 cases were resolved, achieving a resolution rate of 78.2%.

At the conference, delegates focused on discussing drug prevention and control; violations discovered through inspections; asset and income control; enforcement of judgments; handling of land-related complaints; and personnel arrangements. They also exchanged ideas on solutions for monitoring the situation, preventing crime, ensuring security and order, and minimizing the number of complaints from the grassroots level.

Concluding the conference, Comrade Hoang Van Nghiem instructed the provincial internal affairs agencies and the Party Committees of communes and wards to continue leading and directing the effective implementation of leadership, guidance, and instructions from the Central Government and the province on internal affairs, anti-corruption, anti-corruption, and judicial reform; receiving citizens, receiving, processing, and resolving complaints and denunciations. He also emphasized maintaining a state of readiness for combat; intensifying attacks and suppression of all types of crime; combating the schemes and tactics of hostile and reactionary forces; illegal religious activities, propaganda, and attempts to establish a "separate state"; and continuing to effectively carry out foreign affairs work, building a peaceful, stable, and comprehensively developed border.

Focus on directing the review and urging the resolution of complex and protracted cases, especially projects that are behind schedule, facing difficulties and obstacles, and posing risks of loss and waste; and handling surplus land and buildings under the authority and responsibility of Party committees and governments at all levels. Effectively implement the work of receiving citizens and resolving petitions and letters in each locality and unit, linking it to the direct and comprehensive responsibility of the head of the Party committee and government. The head must be truly exemplary, closely involved with the grassroots, close to the people, and listen to the people; not avoiding, shirking, or shying away from complex cases. Strengthen the monitoring of the situation, forecasting, and early detection of complex issues that have the potential to cause mass and prolonged complaints.

Enhance the effectiveness of inspection, supervision, investigation, prosecution, trial, and enforcement of judgments; focus on areas prone to corruption and negative practices, especially personnel management, financial management, and public asset management. Strengthen power control and supervision from the outset when implementing the Party's policies and guidelines; promptly detect and handle violations, and recommend preventive measures through inspection and supervision. Resolutely and strictly handle cases of corruption, waste, and negative practices.

Leaders should expedite the verification, investigation, prosecution, and trial of serious and complex corruption, economic, and negative cases that attract public attention; especially those cases under the supervision and direction of the Provincial Party Standing Committee, the Provincial Steering Committee for Anti-Corruption and Non-Action, and the Party Committee of the Provincial People's Committee. Strictly adhere to the principle of non-interference and non-impact in litigation and enforcement activities; promptly detect, correct, and handle or recommend handling of any instances of abuse of power, authority, corruption, and negative practices. Continue to promote administrative reform, the application of science and technology, and digital transformation in management and operation; ensure transparency and openness of information as prescribed, in order to limit subjective interference and prevent negative practices early and proactively. Focus on applying measures to thoroughly recover assets seized or lost in corruption and economic cases.
