Through a review, Ta Khoa commune has identified 14 impoverished households in need of assistance to replace temporary or dilapidated houses. Of these, 9 households are eligible for new house construction and are currently undertaking the project; 5 households are not yet eligible due to difficulties in securing matching funds and land. The commune is currently processing the allocation and support of 540 million VND from national target programs to eligible households.
Legal dissemination and education activities were implemented through various forms. The commune coordinated and organized 40 propaganda sessions, attracting 3,057 participants; mediation teams received 27 cases and successfully mediated 25 of them; the commune reviewed 4 legal documents, of which 1 document remains valid and appropriate, and 3 documents need to be repealed.
Regarding administrative procedure reform, in the past nine months, the commune received 2,919 applications, 100% of which were received online. 2,907 applications have been processed, including 2,902 ahead of schedule; 12 applications are being processed within the deadline. The rate of digitization of input documents reached 97.67%; the rate of digitization of processing results reached 99.58%.
To date, 100% of officials and civil servants are equipped with computers, using electronic document management systems and official email accounts; 100% of documents exchanged between administrative agencies (except confidential documents) are conducted electronically and digitally signed. The commune maintains the operation of community digital technology teams, organizes two training courses on digital transformation , and implements the "Digital Literacy Movement" for the general public.
The Board of Directors of the Social Policy Bank in Ta Khoa commune has effectively implemented policy credit in the area. In the past nine months, the Social Policy Bank branch has disbursed over 22 billion VND to 311 households; the total outstanding loan balance reached 102 billion VND, with 1,699 households borrowing through 47 Savings and Credit Groups. Credit quality is generally stable, with 40 out of 47 groups rated as good. The commune still has 5 households with overdue loans, totaling 99.5 million VND.
At the meeting, Ta Khoa commune requested the Provincial People's Committee to continue allocating resources, funding, and support for the commune to implement social welfare programs and eliminate temporary and dilapidated houses. At the same time, they proposed that relevant departments and agencies pay attention to and strengthen professional guidance on reviewing and handling legal documents, disseminating and educating the public on the law; and continue to support technical infrastructure, software, and data to improve the efficiency of digital transformation and administrative procedures at the commune level.
Speaking at the meeting, Comrade Dang Ngoc Hau requested Ta Khoa commune to continue reviewing eligible households for the demolition of temporary and dilapidated houses, as well as newly emerging households. He emphasized the need to focus on providing financial support for the demolition of temporary houses according to plan, while simultaneously promoting social mobilization; and to pay attention to the livelihoods of the people after the demolition. He also instructed the Social Policy Bank to expedite the disbursement of funds; review households with overdue debts, and resolve debt cancellation for eligible households. He requested that relevant departments and agencies coordinate research and support the commune in implementing administrative procedure reforms and digital transformation to improve management efficiency and better serve the people.
