The plan aims to link labor development tasks with socio-economic development orientations, improve human resource quality, and address employment issues in the capital city; while closely adhering to the directives of General Secretary and President To Lam; and concretizing tasks according to the "6 clear" principles (clear person, clear task, clear time, clear results, clear responsibility, clear authority). It emphasizes the responsibility of the heads of departments, sectors, and localities; identifies improving labor quality and creating sustainable jobs as a strategic, regular, and long-term task; and links it to the innovation of the growth model (especially Hanoi's double-digit growth target), digital transformation , green transformation, science and technology development, and international integration.

Specifically, the city aims to create an average of 180,000 new jobs annually; the employment rate in urban areas accounts for 47% of the total workforce aged 15 and above.

Maintain the overall unemployment rate below 2.5%; and below 3.0% in urban areas. The proportion of trained workers should reach 75% - 80%; of which, the proportion of workers with degrees or certificates should reach 55% - 60%. The average annual labor productivity growth rate should reach 7.0% - 9.5%.

Develop and update a labor data system ("live" data) and integrate artificial intelligence (AI) technology into the City's Job Portal; automate the process of screening and matching job applications. Promote and standardize remote and hybrid working arrangements; create conditions for businesses to attract national and international talent, while expanding job opportunities for workers in rural areas and ethnic minority communities.

On average, approximately 20,000 workers are attracted annually to participate in vocational training at various levels within the vocational education system; about 15,000 of these workers are prioritized, with a focus on ethnic minority workers and those affected by land reclamation and clearance projects.

Shift strongly from "training based on the school's supply capacity" to "training based on the actual needs of the labor market." Develop a model of collaboration among four stakeholders: the State - Schools - Research Institutes - Businesses. Encourage technology corporations and FDI enterprises to participate in curriculum development, commissioning training, organizing internships, and recruiting graduates.

The system of universities, colleges, and vocational schools should adjust their list of majors and professions according to digital market signals; focusing on prioritizing high-tech fields, artificial intelligence, semiconductor industry, and data analytics.

Regarding social security, the target is to achieve 100% universal health insurance coverage; the rate of compulsory social insurance participation reaches 60% of the working-age labor force; the rate of voluntary social insurance participation reaches 10% of the working-age labor force; and the rate of unemployment insurance participation reaches 50%.

To realize these goals, the City requires increased responsibility from officials, civil servants, and the public regarding labor development, considering this a central task in the strategy for ensuring sustainable social security in the Capital. The People's Committees at the commune level will take the lead, coordinating with mass organizations to conduct direct propaganda and guidance to households and workers; encourage workers to learn vocational skills and improve their abilities; and simultaneously encourage local businesses, cooperatives, and production and business establishments to participate in training and recruiting local labor.

Modernize communication methods, publishing official information on the City's Job Portal, the websites/portals of departments, agencies, commune-level People's Committees, and social media platforms. Integrate content through thematic conferences, group activities, mobile job fairs, and local public address systems. Develop publications and short videos reflecting effective vocational training and job creation models.

In urban areas , the city focuses on developing the night-time economy and urban services, exploiting eco-tourism products, experiencing traditional crafts and festivals to expand employment. At the same time, it supports the development of private enterprises, encourages innovation, digital transformation, and green transformation.

At the same time, link human resources with key public investment projects, proactively review and forecast the human resource needs of medium-term public investment projects for the period 2026-2030; organize specialized job fairs on construction, mechanical engineering, transportation, etc.

Planning for multi-purpose urban areas ensures the intermingling of resettlement housing, social housing, and commercial housing; helping low-income individuals access integrated infrastructure and services and ensuring livelihoods according to the "live - work - enjoy amenities on-site" model.

Complete the innovation ecosystem, invest in digital infrastructure, R&D centers, and key laboratories to attract high-tech FDI projects and large technology corporations.

For rural areas , the city promotes a multi-value rural economy, forming clusters and zones for agricultural product processing and logistics; expanding job opportunities from e-commerce, rural logistics services, mechanized agriculture , and rural eco-tourism and resort activities.

In addition, rural workers are supported with training in vocational skills, digital skills, green skills, work discipline, and legal knowledge; and assisted in accessing credit and market information to develop a professional farming workforce.

In ethnic minority and mountainous areas , promote job counseling and placement for ethnic minority workers, poor and near-poor households, people with disabilities, women, and youth; strengthen policy credit sources to support people in creating their own jobs and expanding their livelihoods locally. At the same time, develop community tourism and experiential tourism linked to the unique culture and cuisine of ethnic groups.

Promote "Digital literacy for the masses," supporting self-employed workers and priority labor groups in accessing basic digital skills; build a mechanism for articulation between general education, vocational education, and higher education; expand the dual vocational training model, combining theoretical training at school with practical training at enterprises.

The city also implements policies to attract and utilize talent, prioritizing young scientists, leading experts, and skilled business managers; linking talent attraction with technology transfer and training of the next generation of workforce.

For the digital labor market, the city will standardize and digitize employee and business records, integrating data into the city's shared data system; striving to reduce the number of required documents and the time spent searching and verifying administrative procedures related to labor and employment by at least 30%.

In addition, the city regularly collects and analyzes information on labor supply and demand and skill fluctuations, serving as a basis for managing socio-economic policies; promoting the digitalization of social security payments, increasing cashless payments for social insurance benefits and unemployment benefits, and effectively utilizing the VssID application.
