Lao Cai launches a "100-day and night" emulation campaign to accelerate land clearance for the Lao Cai-Hanoi-Hai Phong railway line.

The emulation campaign will be implemented from October 1, 2026 to January 8, 2027, aiming to mobilize the combined strength of the entire political system and the people; to raise awareness, responsibility, proactive spirit, and determination of all levels, sectors, localities, organizations, and individuals in implementing land clearance work and ensuring the progress of the project.

According to the plan, Lao Cai province aims to begin handing over land for parts of component project 2 (railway construction) from November 2026, and complete all land clearance work before June 30, 2027.

For concentrated resettlement areas, the province requires the commencement of construction for all areas invested by the People's Committee of Bao Ha commune before November 15, 2026; areas with adjusted scale and new additions invested by the Lao Cai Provincial Investment and Construction Project Management Board No. 1 before December 5, 2026; and strives to basically complete the construction of resettlement areas currently under investment before December 31, 2026.

In addition, projects for leveling the ground and developing technical infrastructure to facilitate the relocation of production facilities in the Dong Pho Moi and Son Man-Van Hoa industrial zones and clusters are targeted to be completed and handed over to businesses before December 31, 2026.

The emulation campaign focuses on areas such as: accelerating land surveying and identification, establishing and approving compensation, support, and resettlement plans; reforming administrative procedures; applying science and technology and digital transformation; strengthening communication, dialogue, and mobilization of the people; and ensuring the stability of the lives and livelihoods of people affected by the project.
