Businesses need a comprehensive "technology package".

During its operation and development, Ms. Huynh Thi Thuy Nhan, General Director of Lac Hung Kaizen Pharmaceutical and Food Joint Stock Company (An Truong commune), has identified science and technology and innovation as the foundation for increasing the value of local agricultural products. The company's orientation is to develop a circular economy from agriculture, contributing to reducing resource waste and increasing the value of Vietnamese agriculture.

Established and operating continuously since 2022, the company has gradually expanded its product range, distribution channels, and research activities, shifting from a "single-product manufacturing" approach to "building a value chain of raw materials, technology, products, and markets."

Ms. Huynh Thi Thuy Nhan stated that the company currently possesses intellectual property related to the production methods for nutritional herbal drinks, lozenges, and tablets; the production method for nutritional herbal tea; the production process for HM pectin powder; and trademark registration documents. The company is in the process of applying for protection for concentrated orange juice concentrate, instant orange powder, instant sweet potato powder, instant turmeric powder, coconut jam, and pectin powder.

According to Ms. Thuy Nhan, businesses identify three closely related issues: raw materials, technology, and market; these are also the three areas where science and technology can have the most significant impact. Analyzing the current state of the province's agricultural products, Ms. Nhan believes that for mandarin oranges, the challenge is to standardize the growing area, quality, yield, and input materials.

It is necessary to establish a system for classifying and standardizing raw materials and managing growing areas so that businesses can proactively control the quality, quantity, and stability of inputs. For sweet potatoes, businesses propose shifting from selling raw materials to technologies for drying, grinding into flour, extracting, concentrating, producing pectin, and creating high-value products.

Based on observations in the province regarding the number of packaging facilities granted export codes, the number of agricultural cooperatives with linkage contracts with businesses, and the orientation towards increasing the number of planting area codes and traceability systems, businesses believe that one of the most important proposals is to build a traceability management system linked to planting areas, planting area codes, cultivation logs, quality control, and processing.

By 2030, the company aims to develop in the direction of science and technology in the deep processing of agricultural products and by-products of aquatic and marine products, with the goal of transforming agricultural products into high-value food and pharmaceutical ingredients.

Ms. Nhan stated that businesses need specialized technology packages and proposed implementing a value chain model involving managers, scientists, businesses, and farmers/cooperatives, all working towards the common goal of ensuring sustainable markets and raw material sources for their products.

Mr. Duong Thanh Tam, Project Director of Ben Tre Import-Export Joint Stock Company (Betrimex), shared three priority technology directions for the coconut industry: deep processing, automation, and circular economy. Accordingly, the company proposed that the State continue to create specialized science and technology programs for the coconut industry, prioritizing deep processing through automation, digitalization, and the circular economy. The company will collaborate with scientists to conduct trials at the factory, verifying the results under real-world conditions before scaling up.

The enterprise also proposed a suitable financial mechanism for businesses, cooperatives, and farmers to invest in technology to enhance their capacity. Farmers, businesses, and management agencies should work together to develop data on raw material areas, traceability of quality, and markets. In particular, relevant agencies should play a connecting role among the "five stakeholders," selecting projects that have the potential to create value, reduce emissions, use resources efficiently, and spread benefits to the locality.

To put the business at the center

Mr. Nguyen Quynh Thien, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee, stated that, in addition to the initial achievements, the province is also aware that the process of applying and transferring technology still faces many "bottlenecks".

The proportion of businesses engaged in innovation remains low; the capacity of some businesses to absorb and master technology is limited; and resources in terms of expertise, technology, finance, and markets are fragmented. The gap between research results and application, transfer, and commercialization is still quite large.

The province has decided to continue to strongly innovate its support methods in the direction of "Businesses state the problem - the State creates and connects resources - scientists solve the problem - businesses receive, master and commercialize technology - the market verifies the results".

Focus on building and updating the province's list of technology problems, strengthening the connection between technology supply and demand, and supporting businesses in improving their capacity to absorb and master technology. Select representative models with the potential to create a ripple effect for implementation, evaluation, and replication during the 2026-2030 period.

According to a report by the Central Steering Committee on Science and Technology, Innovation, and Digital Transformation , the country currently has approximately 962 science and technology enterprises, 33 high-tech enterprises, 13 high-tech application organizations, and a creative startup ecosystem with over 4,000 businesses, organizations, and individuals. However, compared to the scale of over 735,000 active businesses, this force is still small. The rate of domestic businesses implementing technological innovation remains low; the R&D capacity, absorption, and mastery of technology of most businesses are still limited.

The linkages between the State, research institutes/universities, and businesses are not yet deep. Only about 10,296 businesses cooperate with higher education institutions (1.4% of the total number of businesses). Many science and technology tasks are still determined by research institutions rather than by the production and business problems of enterprises. The current bottleneck is that businesses do not participate from the problem definition stage, testing, co-investment, and acceptance of research results. As a result, it is difficult to form a chain of linkages from research to production and market, and budget resources for science and technology are difficult to transform into productivity and growth.

Looking ahead, businesses must participate from the very beginning, from identifying the problem, selecting technology, providing matching resources, R&D, testing, receiving results, organizing production, to developing markets. Priority should be given to businesses with strong R&D capabilities, financial resources, market access, integration capabilities, commercialization, and the ability to develop a supplier network, rather than simply considering size. The government should focus on creating institutions, investing in research on shared platforms and infrastructure, commissioning projects, and sharing risks in areas where the market cannot yet solve problems independently.
