According to the Department of Interior Affairs, rapid urbanization in some areas necessitates innovation in management models, spatial organization, and resource mobilization for development.

The establishment of new wards aims to meet urban management requirements and ensure the proportion of ward-level administrative units in accordance with Resolution No. 112/2025/UBTVQH15 of the Standing Committee of the National Assembly .

The proposed plan is to select 10 commune-level administrative units to establish wards, including: Hoa Vang, Hoa Tien, Ba Na, Dien Ban Tay, Nui Thanh, Tam Anh, Dai Loc, Nam Phuoc, Chien Dan, and Thang Binh.

The selection was based on demographic characteristics, infrastructure, development space, and compatibility with the Da Nang City Master Plan for the period 2021-2030, with a vision to 2050.

According to the plan, 10 units will be organized within dynamic spatial corridors, linked economically , urbanly, and in terms of infrastructure; thereby facilitating more effective exploitation of the potential and advantages of each area and strengthening connectivity within the city's overall development space.

The establishment of wards is expected to facilitate the shift in economic structure towards increasing the proportion of industry, trade, and services; attracting selective investment in high technology, clean industries, supporting industries, and high value-added sectors...

After their establishment, the wards will focus on improving the efficiency of land management, resources, construction order, and the environment. In terms of government organization and administrative reform, the wards will continue to streamline their structures, improve the quality of their staff and civil servants; promote the simplification of administrative procedures, effectively operate the one-stop shop and integrated one-stop shop mechanisms, and apply digital technology to meet the requirements of urban government management.

After reviewing the documents and conducting on-site surveys, the survey team assessed that the 10 communes basically met the conditions and standards as prescribed; the results of the public consultation showed a high rate of consensus. The team requested the city to continue completing the documents, supplementing the evidence to prove conformity with the planning, clarifying the location and function of the urban area, and reviewing the indicators regarding the urban population ratio.

Speaking at the survey, Standing Vice Chairman of the Ho Chi Minh City People's Committee Ho Ky Minh requested that departments, agencies, and localities fully incorporate the opinions of the inter-agency survey team from the Ministry of Interior ; review and finalize the dossiers to clarify the urban development, socio-economic development, and infrastructure orientation of each area.

Regarding the completion of the dossiers, the Department of Internal Affairs, the Department of Finance, the Department of Construction and Statistics of the city will directly guide and coordinate with the communes to review and verify data on population, socio-economic conditions, budget, urban infrastructure, land and related criteria.

At the same time, it is necessary to supplement the development orientation for high-tech zones, free trade zones, industrial parks, industrial clusters, and important infrastructure projects.

The Standing Vice Chairman of the City People's Committee expressed his hope to continue receiving attention and support from ministries and departments so that the 10 communes can soon be considered and recognized as wards.

For criteria that have not yet been met, the city will continue to provide explanations and supplement the data fully; and commits to focusing investment resources to complete the remaining criteria.

Concluding the survey, Deputy Minister of Home Affairs Truong Hai Long highly appreciated the preparation of documents and proposals by Da Nang city; and stated that the opinions of the survey team mainly aimed at unifying the understanding and calculation methods for some criteria that still have different applications.

The Deputy Minister emphasized the policy of utilizing, preserving, and developing existing areas with urban development orientations, thereby gradually increasing the urbanization rate. The evaluation of standards and criteria should be linked to the responsibilities of local authorities, with the most important aspect being the commitment and implementation plan after the administrative unit is established.

The Deputy Minister of Home Affairs also requested the city to include in the plan a commitment to developing administrative units after they are transformed from communes to wards, along with a plan for organizing the administrative apparatus, allocating and managing human resources in accordance with urban management requirements.

At the same time, the Department of Internal Affairs is requested to coordinate closely with other departments, agencies, localities, and the Department of Local Government (Ministry of Internal Affairs) to promptly complete the dossier, standardize data and calculation methods for the criteria, and ensure timely submission to the competent authority.
