According to the Department of Interior Affairs, rapid urbanization in some areas necessitates innovation in management models, spatial organization, and resource mobilization for development.
The development of the Project Proposal is being carried out in accordance with Law No. 72/2025/QH15 on the Organization of Local Government, Resolution No. 111/2025/UBTVQH15, Resolution No. 112/2025/UBTVQH15, and related guiding documents. The Standing Committee of the City Party Committee unanimously approved the principle in Official Letter No. 140-CV/TU dated June 2, 2026; the City Party Committee unanimously approved it in Conclusion No. 21-KL/TU dated June 11, 2026.
The proposed plan is to select 10 commune-level administrative units to establish wards, including: Hoa Vang, Hoa Tien, Ba Na, Dien Ban Tay, Nui Thanh, Tam Anh, Dai Loc, Nam Phuoc, Chien Dan, and Thang Binh.
The City People's Committee organized a public consultation in 10 communes by distributing questionnaires to each household. The People's Councils of the relevant communes agreed on the establishment of wards; on June 29, 2026, the City People's Council issued Resolution No. 42/NQ-HĐND approving the plan to establish 10 wards.
According to the plan, after review, 10 communes basically meet 5 out of 5 standards regarding the structure and level of socio -economic development to be established as wards. The percentage of urban population in each area is as follows: Hoa Tien 100%; Hoa Vang 77.91%; Ba Na 72.74%; Dai Loc 52.08%; Dien Ban Tay 52.5%; Chien Dan 69.35%; Nui Thanh 100%; Nam Phuoc 50.97%; Thang Binh 55.35%. For Tam Anh, the urban population is determined to be 31,399 people.

The establishment of wards is determined to be linked to the city's urban, industrial, commercial-service, high-tech, logistics, and marine economic development orientations; while also strengthening the effectiveness of land management, construction order, resources and environment, and promoting administrative reform and digital transformation .
After their establishment, the wards will focus on improving the efficiency of land management, resources, construction order, and the environment. In terms of government organization and administrative reform, the wards will continue to streamline their structures, improve the quality of their staff and civil servants; promote the simplification of administrative procedures, effectively operate the one-stop shop and integrated one-stop shop mechanisms, and apply digital technology to meet the requirements of urban government management.
After reviewing the documents and conducting on-site surveys, the survey team assessed that the 10 communes basically met the conditions and standards as prescribed; the results of the public consultation showed a high rate of consensus. The team requested the city to continue completing the documents, supplementing the evidence to prove conformity with the planning, clarifying the location and function of the urban area, and reviewing the indicators regarding the urban population ratio.
Speaking at the meeting, Standing Vice Chairman of the Da Nang City People's Committee Ho Ky Minh requested the Department of Internal Affairs and relevant departments and agencies to fully incorporate the opinions of the survey team and promptly finalize the Project, clarifying the spatial development orientation of the new Da Nang city.
Accordingly, the zoning plan needs to be reviewed, clearly showing the linkages between the areas and Da Nang city in the north, Tam Ky city and Chu Lai Open Economic Zone in the south; while also clarifying the role of Thang Binh and Nam Phuoc in the central area. The plan also needs to update important infrastructure axes such as the North-South expressway, National Highway 1A, the North-South railway, and the high-speed rail development plan.

The Standing Vice Chairman of the Da Nang City People's Committee requested that the contents of the Project closely adhere to the Da Nang City Planning, the general planning, and the issued decisions, while also supplementing the development orientation of the high-tech zone, free trade zone, industrial park, industrial cluster, land planning, and socio-economic development indicators.
The city's Departments of Interior, Finance, Construction, Agriculture and Environment, and Statistics are requested to coordinate and guide localities in completing dossiers, reviewing and verifying data, especially regarding infrastructure, economy, budget, land, population, and urban criteria.
The Standing Vice Chairman of the City People's Committee thanked the survey team for their valuable contributions and expressed his hope for continued attention and support to finalize the Project, creating favorable conditions for the 10 communes slated to be established as wards to soon meet the prescribed criteria.
Concluding the working session, Deputy Minister of Home Affairs Truong Hai Long highly appreciated Da Nang city's preparation of documents and projects related to the reorganization of administrative units; and requested the city to continue reviewing and perfecting the criteria, data, and implementation plan.

Deputy Minister Truong Hai Long emphasized that the development of projects should utilize, preserve, and promote areas that have already formed and developed urban areas, thereby increasing the urbanization rate; while also adhering to the principle of local decision-making, local implementation, and local responsibility. The criteria need to be calculated and accurately determined, ensuring a basis for evaluating the development process after administrative units are upgraded from communes to wards.
Regarding the urban population criterion, the Deputy Minister noted that the city needs to carefully review the basis for determining urban population, especially in areas where projects are underway. The calculation must be based on urban planning approved by competent authorities, ensuring accurate data, verifiable basis, and accountability.
Regarding socio-economic development indicators, the Deputy Minister noted that some criteria currently have different interpretations and calculation methods. The city needs to coordinate with relevant agencies to standardize the calculation method, ensuring it accurately reflects the level of development of each locality. These indicators need to be precisely defined in the short term to serve management, investment, and the evaluation of development in the future.
The Deputy Minister also requested the city to supplement the plan, roadmap, and commitment for the development of administrative units after their transformation into wards, linking it with a plan for organizational structure, allocation, and development of human resources suitable for urban management requirements.
Deputy Minister Truong Hai Long requested the Department of Internal Affairs to closely coordinate with the Standing Agency of the Ministry of Internal Affairs and relevant agencies to urgently finalize the projects, review and standardize parameters, calculation methods and data, and ensure the reporting schedule is met as required.
