The overall objective of the Plan is to continue developing the collective economy and cooperatives in conjunction with product value chains, the green economy, the circular economy, digital transformation , the application of science and technology, and innovation; to leverage internal resources and enhance the organizational capacity for production, business, and service provision of cooperatives. It aims to improve the quality and efficiency of the operations of collective economic organizations and cooperatives; focusing on consolidating and reorganizing small-scale, low-efficiency cooperatives that still have the potential for development through mergers and consolidations, forming cooperatives of appropriate scale, effective management, and multi-sectoral and multi-service operations; especially for agricultural cooperatives, linking production activities with agricultural economic development, linking production, processing, and consumption of products, and building value chains.

The goal is to establish at least 150 new cooperatives and cooperative unions. 100% of cooperatives, people's credit funds, and cooperative unions will operate in accordance with the 2023 Cooperative Law; definitively address the issue of inactive cooperatives and those that have not yet been transformed or reorganized according to the 2023 Cooperative Law. Strengthen and develop cooperatives through consolidation and mergers in 20 communes after administrative boundary reorganization; consolidate inefficient cooperatives and cooperative unions that need expansion. Improve and replicate at least 6 effective new-style cooperative models; establish 50 high-tech agricultural cooperative models with products linked to value chains and sustainable development. Average annual revenue of cooperatives will reach 3,800 million VND.

Key tasks and solutions

Departments, agencies, political and social organizations, the Vietnam Fatherland Front of Hanoi City, the Cooperative Alliance, and the People's Committees of wards and communes should promote effective cooperative models, highlight exemplary collectives and individuals who have achieved high results in labor and production; develop appropriate content and methods of communication, and encourage increased application of information technology in communication work.

Develop the cooperative economy and cooperatives according to a green, digital, and circular model, strengthening linkages with businesses on the digital transformation of cooperatives. Implement tasks to support cooperatives in applying digital technology in management, accounting and finance, traceability, and e-commerce promotion; gradually forming digital cooperatives. Prioritize integrating tasks supporting the digital transformation of cooperatives into programs, projects, and recurrent expenditure tasks in 2027 in accordance with regulations.

Based on the programs, projects, and decisions issued by the City People's Committee, proactively implement training and capacity building programs to improve the skills and qualifications of state management officials in charge of the collective economy and cooperatives; and improve the quality of training and professional development for cooperative management staff and cooperative members.

In addition, the City has assigned the Department of Finance to research and propose appropriate support mechanisms and policies for the city's cooperative and collective economic sector to promote cooperative-enterprise linkages and support the digital transformation of cooperatives in accordance with the central government's guidelines.

The Department of Agriculture and Environment implements mechanisms and policies to support agricultural cooperatives in land allocation, land leasing, and issuance of land use rights certificates and ownership certificates for other assets attached to the land; ...

The Department of Industry and Trade develops annual plans for industrial promotion and trade promotion activities, with a focus on supporting cooperatives to participate in the city's industrial promotion and trade promotion programs.

The Department of Science and Technology organizes the ordering, identification, and selection of scientific and technological research tasks to promote the development of the cooperative economy and cooperatives; supports cooperatives in accessing digital transformation; assists in establishing intellectual property rights for cooperative products and services; implements scientific and technological tasks to build and register collective trademarks for cooperatives; and proactively introduces and transfers advanced scientific and technological applications to help improve labor productivity and the quality of goods and services.

The People's Committees of wards and communes shall organize the dissemination and promotion of documents, directives, and guidelines from the Central Government and the City on the development of the collective economy and cooperatives among cadres, Party members, and the general public.

The Fatherland Front and political-social and socio-professional organizations coordinate in organizing and developing various forms of collective economic organizations and cooperatives; launching emulation movements, building and replicating effective cooperative models within associations and organizations. The City Cooperative Union: Enhances operational capacity, proactively performs its role better as a representative organization, protecting the legitimate rights and interests of collective economic organizations and cooperatives, playing a core role in promoting the development of collective economic organizations and cooperatives, and acting as a bridge between the Party and the State and the collective economic and cooperative sector. In particular, it disseminates information through the commune/ward radio system, the electronic portal/website, and local information platforms. Through this, it introduces cooperatives, OCOP products of cooperatives, and effective cooperative models. It also builds brands and trademarks, and certifies product quality according to VietGAP, GlobalGAP, Organic, and OCOP standards. Promoting trade and expanding product markets; establishing joint ventures and partnerships, building effective cooperative union models and new-style cooperative models; creating conditions for cooperatives to participate in local socio -economic development programs and projects.
