On October 6th, at its 6th session, the Da Nang City People's Council, 11th term, approved the Project on Resettlement and Stabilization of Mountainous and Disaster-Affected Populations for the periods 2026-2030 and 2031-2036.

According to the Da Nang City People's Committee, a review of the situation reveals that many households in the city are still living in areas at risk of landslides, flash floods, flooding, and other natural disasters. In addition, some areas face difficulties regarding housing land, production land, essential infrastructure, and conditions for stable living and livelihoods.

The project aims to proactively relocate people from dangerous areas, minimize damage from natural disasters, ensure the safety of lives and property, and gradually stabilize people's lives in the long term.

According to the plan approved by the City People's Council, the total scale of resettlement and stabilization of residents in the periods 2026-2030 and 2031-2036 is 7,174 households in 160 resettlement areas and sites.

Of these, 31 areas have been invested in or have received approval, accommodating 1,279 households. The city plans to invest in 129 new areas, accommodating 5,895 households, with a proposed total investment of over 3,417 billion VND.

During the period 2026-2030, the city plans to invest in 66 areas and sites, with a total capital of nearly 2,256 billion VND, providing housing for approximately 3,476 households.

The funding includes VND 276.05 billion already allocated according to Resolution No. 48/NQ-HĐND; VND 611.70 billion expected to be added from the city budget; and VND 1,368 billion requested from the central government budget.

During the period 2031-2036, the city will continue to invest in the remaining 63 areas and sites, encompassing approximately 2,419 households and covering an area of ​​167.38 hectares, with a proposed total investment of nearly 1,162 billion VND from the city's medium-term investment budget.

The Da Nang City People's Committee stated that priority will be given to households currently residing in areas at high risk of landslides, flash floods, flooding, and other types of natural disasters that could directly threaten lives and property; areas with urgent relocation needs; and projects that have met the necessary conditions and have been allocated funding.

In particular, the city requires that the resettlement and stabilization of residents be linked to the synchronized investment in essential infrastructure, ensuring conditions for production, employment, and long-term livelihoods, avoiding situations where people face difficulties in life after relocation.

For each resettlement area, the authorities must specifically assess the geological conditions, risks of landslides and floods, water sources, land, infrastructure, distance to production areas, and the potential for stable livelihoods. At the same time, they must consult with and gain the consensus of the people before carrying out the relocation.

According to the plan, in 2026, the city will focus on finalizing the project and carrying out investment preparation tasks. From 2027 to 2030, priority will be given to investing in high-risk areas and projects that have already been allocated funding.

During the period 2031-2036, the city will continue to implement the remaining areas and sites in order of priority, while simultaneously updating emerging needs, completing infrastructure, and stabilizing the lives, production, and livelihoods of the people.
