On October 6th and 7th, 2026, the Vietnam Lawyers Association will hold its 15th National Congress, for the term 2026-2031, in Hanoi .
Bringing together 230 delegates representing over 100,000 members nationwide.
The 15th National Congress of the Vietnam Lawyers Association was attended by 230 official delegates, representing more than 100,000 members of the Vietnam Lawyers Association in provinces, cities, and affiliated branches.
In addition to official delegates, the event is expected to be attended by current and former leaders of the Party, State, and Vietnam Fatherland Front , leaders of central and local departments, ministries, and agencies, as well as leaders of the Vietnam Lawyers Association from various periods.
The Congress took place in the context of the entire political system, after being streamlined and operating under a three-tiered government model, striving to achieve the goals set forth in the Resolution of the 14th National Congress of the Party. The event followed the success of the elections for the 16th National Assembly, People's Councils at all levels, and the 11th National Congress of the Vietnam Fatherland Front.
Identifying 3 strategic breakthroughs for the 2026-2031 term.
The 15th Congress chose the theme: “Unity - Democracy - Innovation - Efficiency - Development”. The title of the Political Report at the Congress was: "Unity, democracy, innovation, efficiency, serving the people, building a socialist rule of law state in Vietnam in the new era" .
Looking back at the past period, under the leadership of the Party and the management of the State, the Lawyers' Associations at all levels have proactively adapted, innovated their thinking, and affirmed their role as the largest political, social, and professional organization of legal professionals nationwide.
To create a strong transformation in the new phase, the Vietnam Lawyers Association is focusing on implementing three strategic breakthroughs:
Breakthroughs in participating in building development-oriented institutions, strictly enforcing laws, and building a socialist rule of law state.
A breakthrough in innovating working methods, prioritizing quality, efficiency, and public satisfaction.
Breakthroughs in organizational development, human resource development, and membership growth.
At the same time, the Congress set forth four key action programs: enhancing institutional building capacity; improving the quality of service to the people and promoting the social value of law; building a strong Association organization; and promoting people-to-people diplomacy and international integration in the field of law.
Detailed work program for 2 days
On the afternoon of October 6, 2026 (Internal session, 1:30 PM - 6:00 PM): The Congress will elect the Presidium, the Secretariat, and the Credentials Committee; approve the program, regulations of the Congress, and election regulations. Following this, the Congress will discuss and elect the Executive Committee of the Vietnam Lawyers Association for the 15th term. Later that afternoon, the 15th Executive Committee will hold its first meeting to elect the Standing Committee, key leadership positions, and the Inspection Committee for the 2026-2031 term.
On the morning of October 7, 2026 (Official Session, 8:00 AM - 11:00 AM): The Congress will hear reports on the results of the internal session, the opening remarks, and the Political Report of the 15th Congress. Leaders of the Party and State will deliver speeches guiding the Congress. The program will also include the awarding of state-level prizes to collectives and individuals; the announcement of the results of the First Session; the introduction of the 15th Executive Committee; and the adoption of the Congress Resolution.
The 15th National Congress of the Vietnam Lawyers Association hopes to further strengthen the Association's organization comprehensively, making positive contributions to the cause of building and protecting the Fatherland in the new era of national development.
