
On the morning of October 3rd, in Hanoi , General Secretary and President To Lam attended and delivered a keynote address at the Second National Congress of the Vietnam Association of Former Public Security Officers for the 2026-2031 term.
Also attending the Congress were former Prime Ministers Nguyen Tan Dung and Pham Minh Chinh ; and former Standing Member of the Party Central Committee Le Hong Anh.
Also attending were members of the Politburo and Secretaries of the Central Committee of the Party: Bui Thi Minh Hoai, Chairwoman of the Central Committee of the Vietnam Fatherland Front ; Nguyen Duy Ngoc , Head of the Central Organization Department; and General Luong Tam Quang, member of the Politburo and Minister of Public Security.
Lieutenant General Le Quy Vuong continues to hold the position of Chairman of the Association.
The report presented at the Congress stated that, after three years of establishment and operation (2023-2026), the Association of Former People's Public Security Officers of Vietnam has achieved many important results under the direction of the Central Public Security Party Committee, the Ministry of Public Security , the guidance of the Ministry of Interior, and the coordination and support of Party committees, governments, the Fatherland Front, and the Public Security forces at all levels.

The organization has been streamlined and operates stably under the new administrative model with three levels, attracting more than 150,000 members. The organization is recognized as a mass organization assigned tasks by the Party and the State, and is also an active member of the Vietnam Fatherland Front at all levels.
The members continue to uphold the traditions of the People's Public Security Force, maintaining unwavering loyalty to the Party, the State, and the People; actively participating in patriotic emulation movements, the nationwide movement to protect national security, and local campaigns. Through these efforts, the role and prestige of the Association are increasingly strengthened.
The Congress focused on evaluating the implementation of the Resolution of the First National Congress, clearly identifying the results, limitations, causes, and lessons learned; and also discussed the action program for the 2026-2031 term, linked to the tasks assigned in the Resolution of the 14th National Congress of the Party and the Resolution of the 8th Congress of the Party Committee of the Central Public Security Ministry.
One of the key focuses is to promote the role of former People's Public Security officers in educating the younger generation about revolutionary traditions, in mass mobilization work, and in building a strong Association organization.
The Congress finalized the Executive Committee, Standing Committee, Inspection Committee, and leadership positions for the new term. Lieutenant General Le Quy Vuong, former Deputy Minister of Public Security, was re-elected as Chairman of the Vietnam Association of Former Public Security Officers.
Promoting the role in the nationwide movement to protect national security.

Speaking at the Congress, General Secretary and President To Lam affirmed that this is an important event, demonstrating the spirit of camaraderie, innovation, and continuation of the heroic traditions of the People's Public Security force. The Congress is also a source of joy and pride for hundreds of thousands of members nationwide.
According to the General Secretary and President, the Congress is taking place at a time when the country is entering a new stage of development after the 14th National Congress of the Party, with the requirement to promote rapid and sustainable growth, improve people's lives, and aim towards the goal of building a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam.
Initial changes in organizational restructuring, along with the Party's strategic resolutions, are creating further impetus and conditions for the Association of Former People's Police Officers to contribute to the cause of national construction and defense and to strengthen national unity.
The General Secretary and President highly appreciated the Association's achievements during its first term, and emphasized that the Resolution of the 14th National Congress of the Party for the first time clearly defined the task of promoting the role of former People's Public Security officers in educating the younger generation about patriotism, revolutionary heroism, and the traditions of the People's Public Security force.
In the context of rapid scientific and technological development, forms of security breaches and crimes are becoming increasingly diverse, posing numerous challenges to ensuring security and order. Therefore, harnessing the strength of the people, consolidating trust, and building a strong foundation of public support are crucial for achieving the country's development goals by 2045.
In outlining the tasks for the new term, the General Secretary and President requested that the Association truly become a common home that unites its members, paying attention to their health, material and spiritual well-being, especially for those in difficult circumstances. All levels of the Association need to coordinate closely with the police force, Party committees, government, and the Fatherland Front to support its members.
Furthermore, the Association needs to play a core role in the nationwide movement to protect national security, proactively participate in grassroots work, review and replicate effective models, and coordinate with the police force to closely monitor security and order right from the residential areas.
The General Secretary and President also requested that all levels of the Association effectively implement the principle of putting the people first and serving the people as the goal; ensuring that the people enjoy the fruits of development and their legitimate rights and interests.

In particular, with their experience, courage, and prestige, former police officers should actively participate in political and ideological education, raise public awareness, combat erroneous viewpoints, and spread positive values in their communities.
The Standing Committee of the Central Committee of the Association is requested to coordinate with the Central Committee of the Ho Chi Minh Communist Youth Union and the Ministry of Education and Training to organize programs to educate young people about revolutionary traditions, patriotism, and the traditions of the People's Public Security Force in schools and grassroots areas, especially in disadvantaged regions.
The General Secretary and President emphasized the need to build a politically strong Association, innovate its working methods, and fulfill its assigned tasks. At the same time, he welcomed the Ministry of Public Security's issuance of Directive No. 08 on the new coordination regulations, which creates favorable conditions for the Association to operate and contribute to mass mobilization work, building the nationwide movement to protect national security, and building a revolutionary, professional, elite, and modern People's Public Security force.
Each member should continue to cultivate the qualities of a revolutionary police officer, study and practice Ho Chi Minh's ideology, ethics, and style, implement the Six Teachings of Uncle Ho for the People's Police, and become a role model in their place of residence for the younger generation to follow.
