On the afternoon of October 6th, the People's Committee of Dak Lak province held its regular monthly press conference for September 2026, chaired by Vice Chairman of the People's Committee Dao My.
The attendees included representatives from various departments, agencies, and localities, the Provincial Journalists Association; and representatives from central and local news agencies.
Responding to the article "Dak Lak establishes a team to handle complaints related to allowances for teaching students with disabilities", Published in the Education and Times Newspaper (GD&TĐ) on September 10, 2026, Mr. Nguyen Huu Luat, Vice Chairman of the People's Committee of Thanh Nhat Ward, affirmed that the content reflected in the newspaper was truthful, objective, and well-founded.
Regarding the content of deducting 12% to 15% of the fees for teachers teaching students with disabilities, Mr. Luat said that there are documents showing the money transfer transactions as reported by the newspaper.

"Through initial verification, there are documents showing that some money transfers occurred from teachers' accounts to other individuals' accounts, and then transferred back to the school's accountant. However, the nature, purpose, and basis of the aforementioned money transfers; whether the contributions were voluntary or required/coerced; and the responsibility of each individual and organization involved are still being investigated and clarified," Mr. Luat said.
Over 92 million VND has been recorded as transferred.
According to Mr. Luat, the verification report dated September 10, 2026, from the Verification Team of Thanh Nhat Ward People's Committee recorded that the amount of money transferred by teachers teaching students with disabilities was 92,978,879 VND.
Regarding the return of money to teachers, Mr. Luat stated that, at the time of verification, 28 out of 29 teachers reported receiving the full amount of money previously deducted, with a total of 92,378,879 VND returned to the 28 teachers out of 92,978,879 VND; one teacher has yet to receive 600,000 VND. This is the data at the time the verification team was working, and not the final conclusion regarding the nature and responsibility for the transfer and return of the money.
Regarding the verification results and the responsibilities of the individuals involved, according to Mr. Luat, at the time of reporting, the Ward People's Committee did not have sufficient grounds to issue an official conclusion on the allegations.
"The People's Committee of the ward has taken note of the issues reflected in the press, proactively inspected, verified, and handled the violations, ensuring that violations are dealt with accordingly and that there is absolutely no cover-up for any organizations or individuals involved," Mr. Luat affirmed.
Regarding the case of Mr. Nguyen Dinh Tam, Chairman of the People's Committee of Thanh Nhat Ward, who was specifically named in the complaint by teacher VTHT, but the local authorities only processed the complaint after receiving a referral form from the Inspectorate of the Dak Lak Provincial Police, Mr. Luat stated that he would report and verify the details.
Regarding the working procedures of the Verification Team according to Decision No. 0954/QD-UBND, Mr. Luat acknowledged that, upon inspection, some invited individuals and the timing of the invitations were inappropriate.
Regarding the timing of the money being returned to the teachers, whether before or after the complaint was filed, Mr. Luat affirmed that the verification is ongoing. "However, the money was returned from personal accounts, not from the school's accountant," Mr. Luat stated.

Previously, the Education and Training Newspaper reported that on September 10th, the People's Committee of Thanh Nhat Ward (Dak Lak) issued Decision 0954/QD-UBND on the establishment of a verification team to investigate the allegations made by teacher VTHT, working at Ngo Gia Tu Primary School, Thanh Nhat Ward, Dak Lak Province.
According to the complaint, Ms. VTHT was paid for teaching students with disabilities in inclusive education programs as per regulations (for two semesters), but the school leadership later "requested" that a portion be deducted for paperwork to be submitted to higher authorities. The amount requested to be deducted was equivalent to 12% to 15%.
Specifically, at the end of the first semester of the 2024-2025 school year, Ms. T. received 14,001,195 VND for teaching students with disabilities, of which she returned 2,101,000 VND, equivalent to 12%.
Similarly, in the second semester of this school year, Ms. T. also received 10,812,034 VND and returned 1,622,000 VND, equivalent to 15%.
Notably, according to bank statements from BIDV Dak Lak (where Ngo Gia Tu Primary School pays salaries to its staff and teachers), Ms. T. had returned the percentage of the payment before receiving the money for teaching students with disabilities.
Specifically, on January 8, 2025, Ms. T.'s account recorded a transaction of 2,101,000 VND with the description "Transfer of 15% disability allowance". However, it wasn't until January 13, 2025, that this account received 14,001,195 VND with the description representing the disability allowance payment for the first semester of the 2024-2025 school year from Ngo Gia Tu Primary School.
This cycle repeated itself: on May 22, 2025, Ms. T. transferred 1,622,000 VND; then on June 10, 2025, the account received 10,812,034 VND, with the explanation related to the benefits for teachers of children with disabilities.
Documents obtained by the reporter also show several images of bank transactions containing content related to "15%" and "disability". The transaction images dated January 8, 2025 and May 22, 2025 were both transferred by Ms. T. to a personal account.
Furthermore, the image of a list of teachers, captioned by the document provider as a spreadsheet showing the 15% fee for teaching students with disabilities in the first semester of the 2024-2025 school year, clearly shows the amount deducted and matches the bank transfer transaction number provided by the teacher.
