Over 13.265 billion VND has been disbursed.
According to the Department of Finance, the total public investment capital plan from the state budget for 2026 in the city, after being allocated by the Prime Minister at the beginning of the year and supplemented during the year, is 17,191.915 billion VND.
After nine months of intensive implementation, the city has disbursed 13,265.629 billion VND, reaching 77.16% of the capital plan assigned by the Prime Minister and 71.84% of the capital plan assigned by the City People's Council and the City People's Committee.
Notably, the value of payments for completed work reached VND 8,936.666 billion, accounting for 67.4% of the total disbursement value; the value of advances reached VND 4,328.963 billion, accounting for 32.6%.
Regarding the capital allocated in the previous year and carried over to 2026, the city has disbursed 2,001 billion VND, reaching 56.1%, with the extended capital plan totaling 3,568.325 billion VND.

Disbursement disbursements between units still vary.
Among the project management boards under the Da Nang City People's Committee, many units maintained high disbursement rates. The Management Board of Priority Infrastructure Investment Projects disbursed VND 1,443.188 billion, reaching 86.28%; the Management Board of Investment Projects for Construction of Transportation and Agricultural Works in Da Nang disbursed VND 3,747.150 billion, reaching 82.22%; and the Management Board of Investment Projects for Construction of Civil, Industrial and Technical Infrastructure Works in Da Nang disbursed VND 2,333.354 billion, reaching 69.58%.
In the group of departments, agencies, and some other organizations and units, the total capital plan for 2026 is VND 1,768.843 billion. As of September 30th, this group had disbursed VND 1,368.449 billion, reaching 77.36%; specifically, VND 930 billion of entrusted capital has been disbursed 100%.
Six agencies and units exceeded the city's average disbursement rate of 77.16%. Leading the way is the Management Board of the High-Tech Park and Industrial Zones with 100%, followed by the Industrial Zone Infrastructure Development and Exploitation Company at 99.21%, the Department of Education and Training at 97.76%, the City Party Committee Office at 85.71%, the Department of Science and Technology at 84.56%, and the Department of Health at 79.53%.
Conversely, some units had low disbursement rates, including the Department of Agriculture and Environment at 8.44%; the General Hospital of the Northern mountainous region of Quang Nam province at 1.04%; Da Nang College at 0.29%... The Department of Industry and Trade, the Ho Chi Minh Communist Youth Union of the city, and the Center for International Cooperation Development and Foreign Service have not disbursed any funds.
For the 93 wards and communes, the total planned capital for 2026 after adjustments is 7,127.910 billion VND. By the end of September, localities had disbursed 4,373.490 billion VND, reaching 61.36%.
Phuoc Chanh is leading the group of localities with a disbursement rate of 93.77%, followed by Thu Bon at 90.55%, Phuoc Nang at 88.67%, Hoa Khanh and Hai Chau both at 87.37%. Kham Duc reached 84.92%, Xuan Phu 84%, An Hai 82.71%, Dien Ban Bac 81.67% and Lien Chieu 80.36%...
However, the disbursement picture at the commune and ward level also reveals a significant gap between localities. While 15 out of 93 communes and wards exceeded the city's average of 77.16%, 78 localities have not yet reached this level. Notably, the disbursement rate in Tan Hiep is only 16.09%; La Dee 25.07%; Ben Hien 29.08%; and Dien Ban Dong 29.22%.
The disbursement of public investment funds is being closely and decisively supervised by the Chairman of the City People's Committee, Nguyen Manh Hung. In Official Letter No. 9416/UBND-ĐTĐT dated September 18th, with only about 110 days remaining until the end of the 2026 budget year, the Chairman of the City People's Committee requested that units accelerate their efforts, focus on resolving bottlenecks, review each project, and link progress to specific responsibilities; striving to disburse at least 95% of the planned capital by December 31st, 2026, and complete 100% of the capital plan before January 31st, 2027. The Chairman of the City People's Committee assigned the Vice Chairmen of the City People's Committee to directly work with and conduct on-site inspections at units and localities with low disbursement rates, promptly resolve obstacles, and report on issues beyond their authority. Party Committees of communes, wards, and special zones were instructed to strengthen guidance, supervision, and schedule weekly reports on disbursement progress. To further promote this goal, in Official Letter No. 9926/UBND-ĐTĐT, the Chairman of the People's Committee of the city requested a focus on handling key stages such as land clearance, acceptance testing, final settlement, and materials; promptly transferring capital from projects with slow disbursement to projects with good disbursement capacity, striving to complete 100% of the capital plan assigned by the Prime Minister. |
