Ranking 4th out of 69 communes and special zones in the Administrative Reform Index for 2025 is a commendable achievement for Gia Loc, and also highlights the need for continuous innovation in 2026.
The People's Committee of Gia Loc commune has promptly developed an administrative reform plan for 2026, a key administrative reform plan for the period 2026-2030, and specific guiding documents, assigning responsibility to each department and job position. The entire commune has issued and implemented 6 decisions and 3 guiding documents related to administrative reform.
The review and restructuring of the organizational apparatus was carried out in a way that clearly defined responsibilities and tasks, minimizing overlaps and omissions. The commune reorganized 19 schools into 11, reducing the number by 8. The number of preschools decreased by 4, primary schools by 2, and secondary schools by 2. Mr. Pham Van Thung, Chairman of the Gia Loc Commune People's Committee, said that with the increasing workload of the commune-level government, administrative reform is the "lever" for the locality to effectively carry out its assigned tasks.
From leadership and management to organizational reform, civil service reform, public finance reform, and the development of e-government, the commune regularly and effectively implements these tasks, linking them to the responsibility of the head and each official and civil servant.
The commune has tightened administrative discipline and order; reviewed job positions, improved the quality of the workforce, and strengthened inspection and supervision of the performance of official duties, linking the results of administrative reform with the monthly and quarterly emulation results of officials and civil servants. As a result, from the beginning of the year until now, 100% of officials and civil servants have completed their tasks well and excellently, and no officials or civil servants have been disciplined.
Locally, many initiatives and models have been implemented to reduce waiting times for citizens and businesses, such as "Friday No Appointments," "Flexible Administration, After-Hour Service," and "Supporting citizens in accessing online public services and prioritizing the processing of administrative procedures for vulnerable groups"...
In particular, the "Flexible Administration, After-Hours Service" model, implemented by the Commune Public Administrative Service Center from 5 PM to 6 PM on Mondays and Thursdays, provides more options for citizens and businesses when conducting administrative transactions.
Using people's satisfaction as a benchmark

One of the solutions that Gia Loc commune is particularly focused on is listening to the people. The commune measures satisfaction levels through evaluations on the administrative procedure processing system, scanning QR codes for quick feedback at the Public Administrative Service Center, surveys, and direct feedback from organizations and individuals.
The results are regularly monitored to promptly correct the attitudes and service responsibilities of officials and civil servants. To date, through monitoring on the system, the level of satisfaction of citizens and businesses with the handling of administrative procedures has reached 98%, higher than the city's overall target of 95%.
Gia Loc has integrated 100% of eligible online public services onto the National Public Service Portal; 100% of eligible administrative procedures are provided in the form of full and partial online public services.
The Zalo Mini App “Gia Loc Smart” is used to help citizens look up administrative procedures, submit feedback and suggestions, receive notifications, and access digital citizen services.

Mr. Pham Van Tai, Deputy Director in charge of the Gia Loc Commune Public Administrative Service Center, said that as the central area of the former Gia Loc district, the center handles a very large volume of transactions and administrative procedures every day.
"Providing guidance to citizens right from the start, minimizing the need for additional paperwork, and closely coordinating with specialized departments to resolve issues quickly and in accordance with regulations are key priorities," Mr. Tai said.
In the first nine months of 2026, the commune received over 19,000 administrative procedure applications, with a 99.97% success rate in processing applications correctly and on time. The online application rate reached 99.60%. Notably, authentication and civil registration procedures were processed on the same day, eliminating the need for appointment slips for citizens.
Ms. Nguyen Thi Hai, a resident of Gia Loc commune currently working at Haivina Co., Ltd., shared that previously, every time she needed to have documents certified, she had to take time off work or change shifts, resulting in lost income and disruption to her job. Now, after work, she goes to the Commune's Public Administrative Service Center to complete the procedures, which takes about 15 minutes.
Gia Loc has concretized its goal of maintaining its position in the top 10 by 2026 through practical actions, ranging from improving operational efficiency and streamlining the organizational structure to promoting digital transformation and enhancing the quality of administrative procedures.
