
The People's Committee of Hai Phong City has issued regulations on the standards, duties, management, use, training, and professional development of part-time personnel and those participating in activities at the village and residential group levels in Hai Phong City. The decision takes effect from October 5th.
For individuals participating in activities at the village or neighborhood level who were assigned, recognized, or restructured before the effective date of this decision (October 5th), if they meet the standards, they shall continue to perform their duties until the competent agency or organization issues a decision to restructure, replace, or terminate their duties as prescribed.
If the standards stipulated in these regulations are not met, the performance of the duties shall continue, or the performance shall be improved, replaced, or terminated in accordance with the regulations.
According to the decision, those participating in activities at the village and neighborhood level include: deputy village head, deputy neighborhood leader, head of the veterans' association branch, head of the women's association branch, head of the farmers' association branch, secretary of the youth union branch, health worker, population collaborator, veterinary worker in the village, and urban management collaborator in the neighborhood.
Accordingly, in addition to the four general standards, those participating in activities at the village and neighborhood levels must meet specific requirements for each position.
Deputy village heads and deputy neighborhood group leaders must be capable of assisting the village head and neighborhood group leader in managing the activities of the village and neighborhood group, understanding the situation of the population and the local area; and must have a sense of responsibility in carrying out assigned tasks.
The heads of veterans' associations, women's associations, and farmers' associations, as well as the secretaries of youth union branches, must meet the standards set forth in the charters, regulations, and guidelines of the relevant socio-political organizations and relevant laws; and must be capable of mobilizing members, union members, and the public to participate in movements and activities within the community.
Healthcare workers must meet the standards set forth in Article 2 of Circular No. 27/2023/TT-BYT, which stipulates the standards, functions, duties, scope of medical examination and treatment activities, and professional training content for village and commune healthcare workers and village and commune midwives.
Population collaborators must meet the standards set out in Article 2 of Circular No. 02/2021/TT-BYT, which stipulates the standards and duties of population collaborators.
Urban management collaborators in residential areas must be able to monitor, detect, and promptly report violations and emerging issues in urban management within their jurisdiction; possess skills in disseminating information and mobilizing the public to comply with legal regulations on construction order, urban order, environmental sanitation, infrastructure protection, and other relevant regulations; and demonstrate a sense of responsibility, a thorough understanding of the local area, and the ability to fulfill assigned tasks.
Village veterinary staff must have basic-level training or professional training certificates issued by competent authorities in the following fields and specialties: veterinary medicine, animal husbandry, livestock farming, aquatic animal pathology, and aquaculture. In terms of competence and expertise, they must understand and comply with veterinary laws and other relevant laws; be able to grasp and assess the development of animal husbandry and aquaculture in their managed area; possess knowledge of identifying animal diseases in their managed area; have the capacity to advise, organize, and implement veterinary work; have skills in disseminating information and mobilizing the public to comply with veterinary laws; and have a sense of responsibility and a spirit of learning to improve their professional skills and expertise to fulfill assigned tasks.
In cases where individuals participating in activities at the village or neighborhood level hold other positions concurrently, in addition to meeting the standards prescribed for each position, they must also meet the standards for the additional position they hold.
