
Accordingly, the Standing Committees of provincial and city Youth Unions; the Children's Councils of provinces and cities; the press and publishing agencies of the Youth Union; and the departments and units directly under the Central Youth Union are requested to continue maintaining, innovating, and improving the effectiveness of the "Reading and Following the Children's Newspaper" movement, the thematic activities "One beautiful story, one good book, one shining example each week," book reading festivals, and other reading promotion models and activities suitable to their actual conditions.
The content and methods of developing a reading culture need to be reformed to suit the digital environment. Units should strengthen the application of technology, effectively utilizing electronic books, newspapers, digital publications, digital learning materials, and age-appropriate multimedia products. In addition, emphasis should be placed on equipping children with the skills to choose books, newspapers, publications, and official information sources; and the skills to read selectively, identify, and avoid misinformation and harmful content online.
Localities and units need to continue building, strengthening, and effectively promoting reading spaces for children; supporting youth groups in maintaining and developing bookshelves, green libraries, friendly reading corners, and reading spaces linked to youth group activities. Social resources are encouraged to participate in supporting books, newspapers, reading equipment, and conditions serving the development of reading culture, with priority given to children in rural areas, mountainous regions, border areas, islands, ethnic minority areas, disadvantaged children, and children with disabilities.
The Youth Pioneer and Children's Newspapers , published by Kim Dong Publishing House, need to continue to play a core role in developing and distributing suitable publications and products for teenagers and children.
