The plan aims to concretize the goals, tasks, and solutions outlined in Decision No. 1033/QD-TTg of the Prime Minister; to link the development of the digital economy and digital society with the City's Digital Transformation Project and the Resolution of the First Congress of the City Party Committee, term 2025-2030, contributing to promoting double-digit growth, building Da Nang into an ecological, smart city and a regional and international center; and to clearly define the responsibilities of agencies and units in its implementation.

Accordingly, by 2030, Da Nang aims for the digital economy's added value to reach 35-40% of its GRDP; at least 70% of small and medium-sized enterprises to have access to digital transformation support programs; at least one digital technology enterprise with 15,000 employees or annual revenue of $2 billion will be established; and the pilot project for the city's data exchange will be completed and put into operation, ensuring that 100% of government agencies provide open data that meets the required standards.

Regarding the digital society, the goal is to achieve 100% of households having access to 1 Gb/s fiber optic broadband internet; 100% 5G coverage in residential areas, reaching at least 99% of the population; 100% of Vietnamese citizens aged 14 and above having identity cards and electronic identification accounts; 95% of the population aged 15 and above having transaction accounts at banks or authorized organizations; and 80% of the population aged 18 and above having personal digital or electronic signatures.

Simultaneously, 90% of people of working age receive basic digital skills training; 90% of poor and near-poor households are supported with smart mobile devices and broadband internet; and 90% of the adult population has access to digital services in the fields of healthcare, education , insurance, and transportation.

Regarding the digital economy and digital society, the city strives to achieve the following goals: 70% of communes having cooperatives applying digital technology ; at least 70% of tourism establishments using digital platforms; 90% of cultural heritage sites, national monuments, special national monuments, and 100% of scenic spots and tourist destinations digitized; e-commerce revenue accounting for 20% of total retail sales; and 80% of logistics service businesses using digital transformation solutions.

In the industrial, energy, port, healthcare , and education sectors, the city aims for a minimum of 10 key industrial enterprises to implement digital transformation solutions; 100% of Class I and special-class seaports to apply port management and operation platforms; 100% of medical examination and treatment facilities to complete the implementation of electronic medical records; 100% of secondary schools to use digital platforms in management, teaching, and digital student records; and 90% of social security and social insurance beneficiaries to receive payments through cashless methods.

The plan identifies 14 key tasks and solutions, including: perfecting mechanisms and policies to promote the development of the digital economy and digital society; developing a rapid, synchronous, modern, safe, and sustainable digital infrastructure; developing a shared digital platform and digital ecosystem; developing the data economy; promoting the application of artificial intelligence; ensuring cybersecurity and building digital trust; developing digital human resources; developing digital citizens and digital culture; developing digital technology enterprises and modern markets; developing data-driven digital governance; developing the digital economy and digital society in various sectors and fields; strengthening domestic and international coordination and cooperation; promoting communication and raising awareness; researching, updating trends, and monitoring and evaluating.
