This document also aims to effectively implement Plan No. 295/KH-UBND, dated August 7, 2026, of the People's Committee of Bac Ninh City, which implements Project No. 16-DA/TU, dated July 10, 2026, of the Executive Committee of the City Party Committee on the overall environmental protection of Bac Ninh City, giai đoạn 2026-2030.
Previously, on October 2nd, Bac Ninh Newspaper and Radio & Television published news and clips about the handling of environmental pollution at Dam Sen Lake.
Dam Sen Lake is a regulating lake located in the residential area of Chi Ly neighborhood, playing a role in drainage, environmental regulation, and urban landscaping. However, recently, pollution and foul odors have appeared, affecting the daily lives of surrounding residents.
Following feedback from officials and residents living around Dam Sen Lake, on the afternoon of October 1st, the People's Committee of Bac Giang Ward conducted an inspection and found that in some areas of the lake surface, there was a lot of water hyacinth, aquatic plants, garbage, and organic matter, affecting the landscape and surrounding environment.
Initial assessments suggest that the lake's pollution may be linked to multiple factors, most notably domestic wastewater and water from the area's drainage system flowing into the lake. Long-term accumulation of bottom sediment, an inadequate and unsynchronized water collection and drainage system, and limited lake circulation and self-cleaning capacity also contribute to the problem.
On the other hand, the drainage system in some areas still has incomplete separation of rainwater and wastewater. When wastewater, organic matter, and pollutants continue to flow into the lake through the sewers and ditches, while water exchange capacity is limited, it easily leads to pollution accumulation, the growth of aquatic plants and algae, and a decline in water quality.

Currently, the ward has focused on collecting garbage, water hyacinth, and aquatic plants; clearing waterways and maintaining environmental hygiene in the lake. At the same time, they will review all discharge points, drainage lines, and water sources flowing into the lake; coordinate with specialized units to collect samples, assess water quality, and identify potential sources of pollution. Currently, Dam Sen Lake no longer emits the foul odor it previously had.
Based on the review results, the Ward People's Committee will develop a suitable plan, focusing on collecting and separating domestic wastewater from rainwater, limiting and eventually eliminating the direct discharge of untreated wastewater into the lake. The plan also includes improving and clearing the collection and discharge system to increase water flow and exchange capacity.
On the other hand, organize surveys and dredge bottom sediment in necessary areas. Research and apply appropriate biological solutions, aquatic rafts, or water treatment technologies after the pollution source is controlled; conduct periodic water quality monitoring to assess the effectiveness of treatment.
For items that exceed the ward's budget capacity, the Ward People's Committee will compile a report and propose to the City People's Committee and relevant departments and agencies for technical support, investment plans, and resources to address them comprehensively step by step.
