At the conference, Comrade Phung Duy To, Member of the Standing Committee of the Party Committee and Vice Chairman of the People's Council of Tran Phu commune, announced Resolution No. 28/NQ-HĐND dated September 25, 2026, of the People's Council of Tran Phu commune approving the plan of the People's Committee of Tran Phu commune on the organization of specialized departments under the People's Committee of Tran Phu commune.
According to the Resolution, from October 1, 2026, the People's Committee of Tran Phu commune will organize 5 specialized departments, including: the Office of the People's Council and People's Committee; the Department of Internal Affairs and Justice; the Department of Economy ; the Department of Infrastructure, Agriculture and Environment; and the Department of Culture and Social Affairs.

The reorganization of specialized departments is carried out according to the principles of transfer and succession, ensuring the full acceptance of functions, tasks, powers, organization, staffing, officials, civil servants, employees, records, documents, data, finances, assets, and related rights and obligations as prescribed.
After reorganization, the specialized departments will continue to inherit the rights, obligations, and responsibilities regarding administrative documents, procedures, programs, projects, contracts, and ongoing work within the scope of their assigned functions and duties.

Also at the conference, the People's Committee of Tran Phu commune announced decisions on personnel matters and the restructuring of the leadership team of specialized departments.

Speaking at the conference, Comrade Do Hoang Anh Chau, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Tran Phu commune, said that the restructuring of the organizational apparatus is not only about rearranging the organizational structure but, more importantly, about innovating working methods, improving the effectiveness and efficiency of state management and the quality of service to the people.
Chairman of the People's Committee of Tran Phu Commune requested that the heads of departments directly lead, organize, manage, inspect, and be responsible for all activities of their respective departments; assigning tasks according to the principles of clear responsibilities, clear tasks, clear accountability, clear timelines, clear results, and clear authority. In addition to performing their specific professional duties, departments are responsible for coordinating to carry out common tasks effectively and appropriately to the local situation.
