On the afternoon of October 3rd, the delegation of National Assembly representatives from Can Tho City met with voters in Binh Thuy, Long Tuyen, and Thoi An Dong wards (Can Tho City) ahead of the second session of the 16th National Assembly.
Attending the event were Mr. Nguyen Duy Ngoc - Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Organizing Committee - along with National Assembly delegates from Can Tho City.

At the conference, voter Nguyen Quy Cao suggested that the State pay more attention to ensuring cybersecurity and protecting young people from negative impacts in the digital space.
Voters also raised many issues related to the handling of policies for officials and employees who leave their jobs during the restructuring of the administrative apparatus according to Decree 178/2024/ND-CP.
Responding to voters, Mr. Truong Canh Tuyen, Chairman of the People's Committee of Can Tho City, frankly acknowledged that during the implementation of policies under Decree 178 in the locality, there were some shortcomings that had been pointed out by the auditing agency.
According to Mr. Tuyen, there are cases where the severance pay is not calculated correctly for the period of entitlement. Some units have not evaluated and classified all cadres, civil servants, and public employees according to the issued criteria to determine cases of termination due to restructuring, but only evaluated those who submitted applications for severance pay or used the results of annual civil servant evaluations for consideration.
The Chairman of the People's Committee of Can Tho City stated that the city is reviewing the implementation of policies under Decree 178, while also drawing lessons from the process.
Regarding the implementation of Decree 178, Mr. Nguyen Duy Ngoc - Head of the Central Organizing Committee - stated that this policy serves workers in the process of restructuring and streamlining the apparatus. This is a very correct policy that brings high efficiency. However, during the implementation in some places, some oversights and shortcomings are unavoidable.
According to Mr. Ngoc, the Ministry of Interior and relevant agencies are continuing to review and learn from experience to improve the implementation of the policy.

Mr. Nguyen Duy Ngoc acknowledged the efforts of Can Tho City in socio -economic development and the disbursement of public investment capital during the first nine months of the year.
Regarding the two-tiered local government model, Mr. Ngoc said that after more than a year of implementation and surveys in several wards and communes in Can Tho, he had discussed and contributed ideas with the local authorities on decentralization, task allocation, resource allocation, and data distribution to the commune level.
According to Mr. Ngoc, decentralization aims to create conditions for communes to proactively carry out tasks, serve the people and businesses, and move towards building communes that foster development. Communes need to study the advantages of their localities to decide on appropriate investments and development, thereby contributing to the overall development of the city.
Regarding cybersecurity issues, Mr. Ngoc stated that the Cybersecurity Law already contains specific regulations. In the future, the legal framework will continue to be improved, with a focus on the responsibility of parents in managing and protecting children when accessing information online.
