Accordingly, at the Fifth Session of the Soc Son Commune People's Council, Second Term, the commune's People's Council delegates unanimously resolved to reorganize the three specialized departments into five specialized departments under the Commune People's Committee.
Specifically, this includes the Office of the People's Council and the People's Committee: responsible for office administration; receiving citizens, resolving complaints and denunciations; and local foreign affairs.
Department of Internal Affairs and Justice: Responsible for internal affairs; justice; ethnic groups and religion. Department of Economy: Responsible for finance and planning; industry and trade; science and technology.
Department of Infrastructure - Agriculture and Environment: Responsible for the fields of Construction; Agriculture and Environment. Department of Culture and Social Affairs: Responsible for the fields of Education; Culture - Sports and Tourism; Health.
The transfer and acceptance of functions, tasks, powers, organization, staffing, officials, civil servants, employees, records, documents, data, seals, finances, assets, offices, programs, projects, contracts, and related rights and obligations between agencies shall be carried out in accordance with the law , ensuring completeness, strictness, transparency, and preventing loss or waste.
The newly established and reorganized agencies inherit the rights, obligations, and responsibilities of the transferring agency with respect to administrative records, procedures, programs, projects, contracts, and ongoing work within the scope of their received functions and duties.
Documents, decisions, licenses, and results of administrative procedures issued by competent authorities before the new agency officially commences operations remain valid for the specified period and scope, unless amended, replaced, repealed, or revoked in accordance with the law.
The People's Council of Soc Son commune also emphasized that the establishment and reorganization of the agency will not create additional procedures, costs, or require organizations or individuals to resubmit documents that have already been properly received.
The People's Committee of Soc Son commune is responsible for organizing the implementation of the Resolution. The Standing Committee of the People's Council, the Committees of the People's Council, the People's Council delegate groups, and the People's Council delegates of the commune shall supervise the implementation of the Resolution.
The People's Council of Soc Son commune, second term, also requested the Vietnam Fatherland Front Committee of Soc Son commune and other political organizations to participate in monitoring the implementation of the Resolution.
